- is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation ; quotations are being requested and a separate written solicitation will not be issued. Solicitation number N68836-11-T-0330 and is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26 and Defense Acquisition Circular 91-19. The North American Industry Classification System (NAICS) code is 336413 and the business size standard is 1000 Fleet Contracting Center, Naval Air Station Jacksonville Fl intends to purchase on a full and open competitive basis the following line items. This procurement is not set a side for small business 01. CHEMICAL MILLING, PAA & TRIM SERVICE Subject: Statement of work for: 1)EA6B hand hold skins, inner and outer, part numbers 1128CE40300-31 (inner) and 1128CE40300-59 (outer), quantity of twenty-seven (27) each. 2)EA6B edge member, part number 1128CE40300-45, quantity of twenty -seven (27) each. These parts are detail parts to EA-6B bonded assemblies (handhold panels) P/N 1128CEH40300-17. 1. SCOPE: This Statement of Work (SOW) defines what is expected of Triumph Fabrications and what is expected of Fleet Readiness Center Southeast (FRCSE). Any accepted work on the part of Triumph Fabrications will be government-funded and is extremely urgent. Accelerated deliveries are appreciated. Drawings will be provided upon request. 1.1Background: FRCSE has been tasked with the manufacturing of twenty seven (27) EA-6B bonded assemblies (handhold panels) P/N 1128CEH40300-17. This task is a high priority project in direct support of the Global War on Terrorism. It is intended to obtain Department of Defense approval using performance specifications, metrics and program plans developed under this SOW. 2. APPLICABLE DOCUMENTS: Specification Requirements include: GSS26100 Grumman Standard Specification Chemical Milling of Aluminum Alloys GSS20000 Grumman Standard Specification Structural Adhesive Bonding (Basic) GSS7022 Grumman Standard Specification Preparation of Surfaces Prior to Structural Adhesive Bonding ASTM D3933 ASTM International Standard Guide for Preparation of Aluminum Surfaces for Structural Adhesives Bonding (Phosphoric Acid Anodizing) AMS 2770 SAE International Heat Treatment of Wrought Aluminum Alloy Parts ASTM E1417 ASTM International Standard Practice for Liquid Penetrant Testing SAE AMS QQ-A-250/12 SAE International Aluminum Alloy 7075, Plate and Sheet SAE AMS QQ-A-250/18 SAE International Aluminum Alloy Alclad one side 7075, Plate and Sheet ASTM C 297 ASTM International Standard Test Method for Flatwise Tensile Strength of Sandwich Constructions ASTM D1002 ASTM International Standard Test Method for Apparent Shear Strength of Single-Lap-Joint Adhesively Bonded Metal Specimens ASTM 3167 ASTM International Standard Test Method for Floating Roller Peel Resistance of Adhesives ASTM 3762 ASTM International Standard Test Method for Adhesive-Bonded Surface Durability of Aluminum (Wedge Test) GP111AM Grumman Standard Primer, Corrosion Inhibiting, Adhesive Bonding Applications GM4362 Grumman Material Specification Adhesive, Structural, 180 Degrees Fahrenheit Service Application 2.1 APPLICABLE MATERIALS: GP111AM1 Primer Approved material is BR-127. Approved alternate is EC 3924B. 3. REQUIREMENTS: 3.1 Fabrication: No fabrication or manufacturing of parts is required; chem-milling and PAA processing only. Trimming of excess material from skin perimeters (approximately 2 ) will be required after chem-milling and before the PAA process. This excess material was incorporated into the rough skins to accommodate placement of chem-mill templates during the chem-mill process. 3.2 Process Requirements: Chemically-mill (qty. 25 inner and 25 outer) skins, part numbers 1128CE40300-31 and 1128CE40300-59 per drawing and FRCSE supplied chem-mill templates IAW GSS26100. Manufacture locally required test coupons as required. Note: Two each of the inner and outer skins were previously chem-milled at another facility and the resulting parts were approved by FRCSE for use. These four skins will be included in the next process, 3.2.1 Following the chem-mill process, all skins (-31 and -59) must be trimmed to finished size per the supplied trim templates 3.2.1 Prepare all skins (qty. 27 inner and 27 outer) and traveler test coupons (locally required and FRCSE supplied) for bonding per ASTM D3933, GSS 7022H, GM4362A, and GSS20000. Apply GP111AM1/BR-127 adhesive primer per GSS20000/GM4362 meeting the thickness requirements of GP111AM1. Ensure time between anodizing and primer application is within the GSS7022H limitations. 3.2.2 Prepare edge members (qty. 27) for bonding per ASTM D3933, GSS 7022H, GM4362A, and GSS20000. Apply GP111AM1/BR-127 adhesive primer per GSS20000/GM4362 meeting the thickness requirements of GP111AM1. Ensure time between anodizing and primer application is within the GSS7022H limitations. 3.3 FRCSE-supplied items: Part Numbers 1128CE40300-31 inner skins (QQ-A-250/12, 7075-T6,.040 THK) and 1128CE40300-59 outer skins (QQ-A-250/18, 7075-T6,.125 THK (qty 27 ea.). Skins are formed and oversized (rough) and require chem-mill (*qty 25 ea.) and PAA processes (qty 27). * Two -31 skins and two -59 skins have already been chem-milled. See 3.2 Note . Part number 1128CE40300-45 edge member, quantity of twenty -seven (27) each. ASTM D 1002 Traveler (Lap Shear) Coupons, 27 sets Tooling: The following government tooling will be sent to Triumph Fabrications. All tooling must be returned to FRCSE upon request of FRCSE and all tooling should be retained at Triumph until further notification: 1128CE40300-31 Chem-mill/trim template, I.D.# P146212B 1128CE40300-59 Chem-mill/trim template, I.D.# P146254 3.4 Test Requirements: PAA Process Control Specimens Process control specimens shall be prepared and tested daily when any part covered by this SOW is being processed through the PAA line. All coupons and tests to be per GSS7022H.This includes: 1. Wedge Test per ASTM D3762 2. Roller Peel Test per ASTM D3167 Traveler Coupons FRCSE will provide one (1) set of three (3) specimens of Overlap Shear coupons for each skin (inner skins and outer skins). Coupons shall be anodized and primed at the same time as the primary skin using the same processes and materials. Coupons will be bonded and tested, IAW ASTM D1002 by FRCSE as traveler coupons for the 1128CEH40300-17 Panel Assembly. Documentation A copy of all applicable testing, including acceptance testing, recertification testing of adhesive primer, and daily testing shall be included with the Certificate of Conformance provided for each skin. Heat Treat, FPI and material certificates to be included. 3.5 Packaging and Shipment: Deliverable end items must be adequately packaged and packed to avoid any damage in shipment. Primed skins and coupons shall be packaged and sealed separately per GP111AM. Ship to: FRCSE NAS JACKSONVILLE, FL. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference.
