Description
The Defense Information Systems Agency intends to award a sole source modification to Deloitte Consulting, LLP, 1750 Tysons Boulevard, Suite 800, McLean, VA 22012 for continuation of Financial Management Systems Software (FMSS) for software licensing and software support and maintenance. This action also provides for the transition of the FMSS to a new, supportable platform. The estimated value (including options) of this modification is $77 million. Contract Type is a combination of Firm Fixed Price, Time and Materials, and Cost Reimbursement. The period of performance of the contract will be extended through 31 December 2015. Financial services are currently provided by Deloitte utilizing the Financial Management Systems Software (FMSS). FMSS is a suite of applications built around a core financial accounting system known as the Financial Accounting Management Information System (FAMIS 4.0), which is a COBOL-based application built upon an Oracle database. Deloitte is the sole source of critical software maintenance support and licensing for this proprietary software. FAMIS 4.0 was built by Deloitte and the Government has no rights to the software. The FMSS has been in place at DISA since FY 1993. Under the contemplated contract modification, Deloitte will continue to provide licensing and software support services in support of the Chief Financial Executive's program. Additionally, Deloitte will transition the proprietary applications off the Oracle database and build extensions onto Oracle Federal Financials. Deloitte will transition the FAMIS 4.0 proprietary applications to the Oracle Financials which will then be labeled FAMIS 5.0. FAMIS 5.0 will be owned by the Government. Software support services will include software releases for the FMSS system (including any deficiency releases needed to fix minor problems that occur after a major release) and maintenance training on those software releases. The contractor is the sole providing source of critical software maintenance support and licensing for their proprietary software. Furthermore, access to the proprietary software is necessary in order to transition to the Oracle Federal Financials platform. No other contractor would have access to this proprietary software and therefore, could not transition the current functionality onto the new platform. This action will allow for continued uninterrupted support of the FMSS and also keep the widely dispersed contract execution efforts at DISA in a single cost-efficient contract vehicle. This contract vehicle will be available to all FMSS users at DISA Headquarters, DISA Field Activities (DITCO, DISA Western Hemisphere, etc.), and other government agencies (DFAS, Department of Treasury, etc.) The FMSS users will continue to have ready access to a flexible readily available contract vehicle with capability of executing task orders as Firm Fixed Price, Time and Materials, or Cost Reimbursement. Deloitte is the only contractor with access to their proprietary software necessary to transition to a new platform.
