- HSCEMS-11-R-00005 Attachment 3 Past Performance Questionnaire HSCEMS-11-R-00005 Attachment 2 Past Projects Form HSCEMS-11-R-00005 Attachment 1 Statement of Work HSCEMS-11-R-00005 Solicitation HSCEMS-11-R-00005 SF-1449 This acquisition is being solicited in accordance with FAR Part 12 -Acquisition of Commercial Items in conjunction with the policies and procedures for solicitation evaluation, and award prescribed in FAR Part 13 -Simplified Acquisition Procedures, as appropriate for this particular acquisition. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached. Solicitation Number HSCEMS-11-R-00005 is issued as a request for proposals (RFP) for News Clipping Services in accordance the Statement of Work (SOW) under Attachment I. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular Number 2005-53, dated July 5, 2011. The U.S. Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) anticipates issuing a Firm Fixed Price Contract. HSCEMS-11-R-00005 is a 100% small business set aside under NAICS Code No. 519130 for Internet Publishing and Broadcasting and Web Search Portals. NAICS Code 519130 has a Standard Size of Employees 500). The Contract Line Items under RFP No. HSCEMS-11-R-00005 are as follows: Item No. Schedule of Supplies/Services/Quantity/ Unit CLIN 0001, News Clipping Services: Base Year, 9/19/2011-9/18/2012, 12/ Months CLIN 1001, News Clipping Services: Option Year I, 9/19/2012-9/18/2013, 12/ Months CLIN 2001, News Clipping Services: Option Year II, 9/19/2013-9/18/2014, 12/ Months CLIN 3001, News Clipping Services: Option Year III, 9/19/2014-9/18/2015, 12/ Months CLIN 4001, News Clipping Services: Option Year IV, 9/19/2015-9/18/2016, 12/ Months The vendor shall furnish all personnel and services and otherwise do all things necessary to or incidental to performing and providing services described in the Statement of Work (Attachment 1). A FAR 52.212-1 Instructions to Offerors-Commercial, applies to this acquisition and the addenda to the provision. FAR 52.212-1, addenda and FAR 52.212-2, Evaluation - Commercial Items is tailored and, 52.212-3 Offeror Representations and Certifications-Commercial Items are included under RFP No. HSCEMS-11-R-00005 is attached. FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition, is tailored, and is contained in the attached RFP No. HSCEMS-11-R-00005. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their proposal submission. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, apply to this acquisition and is included by reference under RFP No. HSCEMS-11-R-00005. FAR 52.212-5,Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation. Additional FAR provisions and clauses are included by reference and in full text in RFP No. HSCEMS-11-R-00005 that are applicable to this acquisition. Proposals are due no later than 2:00 p.m. Eastern Daylight Time (EDT) on August 30, 2011. Questions regarding this RFP are due no later than 10:00 a.m. EDT on August 19, 2011.
