- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. (iii) This solicitation is a total small business set-aside, NAICS 238220, Plumbing, Heating and Air Conditioning, with a small business size standard of $13.0M. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service (NPS) New York Harbor Parks, Staten Island, NY 10305 is seeking a qualified contractor with specialized experience with the Johnson Controls FX server programs for the migration of intranet server(s) at several historic structures. The work includes the migration of nine (9) NCM 350 controllers to the existing intranet based server that runs Johnson Controls FX server program Also, this work includes the conversion of all currently "text-based" alarms to "email" based alarms in accordance to the specifications in the Statement of Work (included below). To obtain a copy of the Overall Controls Network Diagram and FX Server information, submit your request to Roselyn_sessoms@nps.gov. Note: Please reference Solicitation Number and Title in subject line: P11PS41535 - Upgrade BMS System INDE (v) LOCATION: Independence National Historical Park, 143 South Third Street, Philadelphia, PA 19106. (vi) SITE VISIT: An organized site visit is scheduled for Monday, August 22, 2011 at 10:00 am. Interested parties shall respond to this announcement via email to Roselyn_sessoms@nps.gov, indicating their intent to attend this site visit no later than 11:00am on August 19, 2011..(vii) SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted after successful fabrication, delivery, installation, and acceptance.(viii) SCHEDULE: The actual time frame of accomplishing the project should take no longer than 90 business days. (ix) DOCUMENTS TO BE INCLUDED IN QUOTE: 1.Detailed specifications including all descriptive and technical literature to be used during this project. 2.A firm fixed price quote using bid schedule below.3.Applicable warranty information4.Three (3) references of the proposed services within the past two years5.Name, phone number, and address of your point of contact. 6.Proof of CCR Registration(x) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A technically acceptable business will meet or exceed the following criteria:(1)Provide applicable industry certifications showing that any personnel working on this project have the appropriate qualifications for converting the system to an FX based system with email alerting.(2)Provide documentation reflecting satisfactory completion of at least two (2) projects of comparable scope within the past two (2) years. The documentation will include a description of the project, date completed and contact information for verification of satisfactory performance. (xi) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(xii) FAR provisions/clauses listed below apply. (xv)Applicable Wage Determination: WD 05-2449 (Rev.-11) Statement of Work UPGRADE BMS SYSTEM TO INTRANET LONWORKS CONTROL SYSTEMINDEPENDENCE NATIONAL HISTORICAL PARKPHILADELPHIA, PA 19106 Background: Independence National Historical Park has a Building automation system with DDC controls and a network that covers six (6) city blocks and 14 buildings. The network is a combination of fiber and wire with nine (9) controllers with over 1000 points, five (5) user work stations. See network diagram in Attachment 1. The systems link the Chiller Plant systems and other building environmental systems. The systems work together to maintain the historic structures at predetermined temperatures and humidity. The system reports alarms to the operators through text messaging. The system also trends environmental data on all historic structures. Description of Work: "Down load all data and programs from the nine (9) existing controllers and convert to FX server programming."Install all converted programs, graphics and trending in the existing intranet based server. "Supply and install 4 new BMS Controllers replacing NC-1,2,6,and 9"Each controller will be LonWorks and N2 compatible and be sized to ensure routine operations do not exceed 80% capacity."Identify fiber optic lines from Independence Visitor Center (IVC) and terminate and mark on prints."Test all alarms and trends."Minimum trending requirements:oOne trend page will show total chilled water BTU usage by buildingoEach building will trend for temperature and humidity from all existing sensors."Install one new Chilled Water ONICON System-10 BTU Meter or equivalent and accompanying Turbine Flow Meter and sensors wet tapped into the Chilled Water Supply Line at the Central Chiller Plant.oMeters will generally be mounted inside the building in a readily accessible location. oBtu Meter: Provide an ONICON System-10 BTU Meter or equivalent. The Btu meter shall provide the following points both at the integral LCD and as outputs to the building control system: Energy Total, Energy Rate, Flow Rate, Supply Temperature and Return Temperature. Output signals shall be either serial LONWORKS or JCI-N2. Each Btu meter shall be factory programmed for its specific application, and shall be re-programmable using the front panel keypad (no special interface device or computer required). oTemperature sensors: Temperature sensors shall be loop-powered current based (mA) sensors and shall be bath-calibrated and matched (NIST* traceable) for the specific temperature range for each application. The calculated differential temperature used in the energy calculation shall be accurate to within +0.15F from 32-200F (including the error from individual temperature sensors, sensor matching, input offsets, and calculations). oFlow Meter: Refer to meter schedule for specific flow meter type. The flow meter shall be installed in pipe of the system to be measured following the manufacturer's instructions with particular attention to upstream and downstream straight pipe runs. Insertion type flow meters shall be provided with all installation hardware necessary to enable insertion and removal of the meter without system shutdown and shall be hand insertable up to 400 psi. oInsertion Turbine Type: Provide an ONICON Model F-1200 Dual Turbine Flow Meter or similar. The flow meter shall have two contra-rotating axial turbines, with electronic impedance-based sensing and an averaging circuit to reduce measurement errors due to swirl and flow profile distortion. Each flow meter shall be individually wet-calibrated against a primary volumetric standard that is accurate to within 0.1% and traceable to NIST*. A certificate of calibration shall be provided with each flow meter. Accuracy shall be within 0.5% of rate at the calibrated velocity, within 1% of rate over a 10:1 turndown (3.0 to 30 ft/s) and within 2% of rate over a 50:1 turndown (from 0.4 to 20 ft/s). Output signal shall be a 0-15 V square wave pulse. Bi-directional meters shall be FB-1200 Series and shall include an isolated contact closure output for direction. Emergency Service: Operation: "Upon completion of new system installation the contractor will schedule a verification test of the control system operation. This test will verify the ability of the system to record data received, produce trending charts and proper alert notifications. Records and Logs: "Dated records and logs shall be kept on site, of each task performed on the system, with cumulative records for each major component, and for the complete system chronologically. A continuous log shall be maintained for all devices. The log shall contain initial analog span and zero calibration values and digital points. Complete logs shall be kept and shall be available for inspection onsite, demonstrating that planned and systematic adjustments and repairs have been accomplished for the control system. "All trend data will be output in spreadsheet format to its corresponding file. Work: "A record of all system modifications shall be submitted within five (5) days after each modification. System Modifications: "Any modifications made to the system shall be incorporated into the Operations and Maintenance Instructions, and other documentation affected including blueprints. Warranty Support:All components of the new system to include the reformatted software shall be warranted for one year.Service personnel supporting warranty shall be qualified to accomplish work promptly and satisfactorily. The Government shall be advised in writing of the name of the designated service representative, and of any changes in personnel. This work shall be performed during regular working hours, Monday through Friday, excluding Federal holidays. The Government will initiate warranty service calls when the system is not functioning properly. Qualified personnel shall be available to provide service to the system. A telephone number where the service supervisor can be reached at all times shall be provided. Service personnel shall be at the site within four (4) hours after receiving a request for service. The control system shall be restored to proper operating condition.
