- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F8E2MG1189A001, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-23. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 334290 and the small business size standard is 750 employees. The following commercial service is requested in this solicitation; Replace current intercom console, DUKANE COMPACT 3200, and switchboard to one with digital communication capability. SITE VISIT: Main hangar, front door on 8/9/2011 at 1pm. PROJECT DESCRIPTION:The work described herein takes place in Building 600, Room W257A, in the Main Hangar at the Nebraska Air National Guard base in Lincoln, NE. This work consists of replacing old intercom system, Dukane Compact 3200, and installing the new console, switch bank, and hard wiring to the remote speakers. Hard wiring is already installed within the hangar work centers. The work will also include installing wireless hardware for 3 out buildings. 0001 -Intercom console and switchboard QTY 1 EA Specifications: Capacity - 25 stations, expandable to 50 or 75. Output - 60 watts rms Frequency Response: Program - 50Hz to 15KHz Intercom - Voice filtered for maximum intelligibility Distortion: Less than 2.0 percent Output: Transformer Isolated Output Tap, selectable for 45 ohm or 25V operation Physical Dimensions: Maximum - 19"L x 11"H x 14 1/2"D Power Requirements: 105-130V AC 60hz Controls: Monitor Panel Control 5 input selector switches - push button All call selector push button Program selector push button Emergency selector push button Talk listen push button - room selector switches as ordered Volume indicator 2 level controls - monitor and program Emergency tone selector Service Controls: Program tone level IC call out level IC talk level Inputs: 2 low impedance microphone 3 high level - tuner/tape, phono, aux Noise Level: Microphone - 60dB Auxiliary - 70dB Intercom - 60dB Supplies shall be delivered and installed 30 days ADC, FOB: Destination for delivery to Lincoln NE 68524. The following provisions and clauses apply to this acquisition. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. The Government reserves the right to award on a multiple award or an all or none basis. All firms must be registered in the Central Contractor Registration database @ www.ccr.gov and shall be considered for award. Quotes are required to be received no later than 12:00 PM CST, Tuesday, August 16, 2011. Questions and Answers: 1. Will the existing wiring be replaced? No. Quotes will be made considering the existing wiring to be in good shape and usable. 2. Will the existing wiring be tested? Yes. This will be included in the quote and done at the beginning of the installation. 3. What types of calling between systems will there be? All call and one call are mandatory from the main office in the hangar. It is not mandatory for the separate offices to call one another. 4. Where are the wireless shops? There is one to the north and two to the south of the main hangar. Furthest building is the Fuels building at 300 yards. 5. Is encryption required? This is being verified thru Comm. 6. In terms of digital conversion, what will be done on this contract? At this time only the head unit will be digital, the wiring will not be replaced at this time. 7. Does the Buy American Act apply? No. 8. What about the wireless systems for the three buildings? Please include the wireless systems as a separate option on the quote. 9. What about the paging horn? Please include the paging horn as a separate option on the quote. 10. What frequencies are acceptable? Email jarod.epp@us.army.mil for approval of any frequencies.
