- The U.S. Army Contracting Command-Rock Island intends to issue Request for Proposal (RFP) W52P1J-10-R-0214. This solicitation is for a FFP Indefinite Delivery Indefinite Quantity (IDIQ) contract with five (5) ordering periods for the MK186 Multi-Option Fuze/Navy (MOFN) Cap Fuze Protector, NSN: 8140-00-038-9909; P/N 53711-437782. The Fuze Protector Cap MK4 is made of two components, the Cap Body and four Lugs. The Cap Body is historically a drawn or formed part and is to be made of Steel Sheet, Cold Rolled, Drawing Quality per ASTM A619. The four Lugs are to be joined to the Cap either by resistance welding, brazing, or by fillet welding. The assembled Fuze Protector Cap is then to be identified by 3/16" stamped characters. The finished metal part is then to be zinc plated in accordance with ASTM B633 Class FE/ZN 12 Type 11. FOB is Destination. Proposed contract will be a Low Price Technically Acceptable (LPTA) and is a 100% Small Business Set-Aside. Detailed specifics of the technical and quality requirements will be provided in the solicitation. The technical data package is classified as Distribution D limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose import is restricted by the Arms Export Control Act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provisions of DOD Directive 52 30.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain the TDP. The technical data package (TDP) will NOT be available until after the solicitation is formally issued. The response date listed above is for archive purposes only and is NOT the date in which offers are due. The date offers are due will not be issued until the solicitation is issued. ESTIMATED solicitation issue date is 09 Sept 2011. This is an estimated date only and may be subject to change. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102(a)(1); therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the Army Single Face to Industry (ASFI) Website at the following address via the internet: https://acquisition.army.mil/asfi/. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
