Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request For Quote (RFQ) and the solicitation number is F2V3F91210A001. This acquisition is set aside as unrestricted. The 6th Contracting Squadron, MacDill AFB, Florida, requires: One (1) each, long range reconnaissance camera which integrates advanced thermal imaging and high resolution color into one gyro-stabilized system. This system will operate in the most demanding of environments. It will provide EOD operators and the Incident Commander (IC) to view potential explosive/CBRNE hazards, day or night, from a distance without putting first responders in immediate danger. It will also allow EOD and IC to view responder actions and ensure safety while operations are in progress. EOD requires a small, gyro-stabilized, multi-sensor color camera system with an optical and digital zoom to include an integrated zooming thermal camera that will be mounted on a 42’ (Wilburt 7-42 non-locking) telescoping mast attached to the EOD emergency response trailer. The camera will need all associated components and will require manufacturer installation. Cameras such as the Lockheed Martin Gyrocam 9L, FLIR Tac230 or equal meet these requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36 effective 10 September 2009, DFAR DCN 20090825 and AFFAR AFAC 2009-0803. The North American Industry Classification System code (NAICS) is 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the lowest price offeror that is determined to be technically acceptable. Brand Name or equal items are acceptable for this procurement. If an equal item is proposed, specs must be included with the quote to show that it is an equal item. DELIVERY ADDRESS: To be delivered to 6 Civil Engineers Squadron, 8805 N. The following Air Force Federal Acquisition Regulation Supplement (AFFARS) clause applies and is incorporated in full texts: AFFARS 5352.201-9101, Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). Concerns, issues, disagreement, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/ACQ, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. Lack of registration in the CCR database will make an offeror ineligible for award. 52.211-6 -- Brand Name or Equal As prescribed in 11.107(a), insert the following provision: Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer.
