WORD VERSION COMBINED SYNOPSIS/SOLICITATION THE TSUNAMITEACHER US WILL UTILIZE THE US NATIONAL TSUNAMI HAZARD MITIGATION PROGRAM (NTHMP), NWS TSUNAMI READY AND OTHER ORGANIZATIONAL SOURCES' FRAMEWORK, OUTCOMES AND STRATEGIES, TO DEVELOP PUBLIC INFORMATION AND OUTREACH MODULES ON HOW TO PREPARE FOR THE NEXT TSUNAMI AND HOW TO DEVELOP AN EFFECTIVE, PRACTICAL, AND SUSTAINABLE TSUNAMI EARLY WARNING AND MITIGATION SYSTEM. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NWWW0000-11-04884SRG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 541990. The business size standard is $7.0M. (V) This combined solicitation/synopsis is for purchase of the following commercial services: CLIN 0001 - Compilation and Design of a Tsunami Teacher US Module (VI) Description of requirements is as follows: See attached statement of work which applies to requirement. (VII) Period of performance shall be September 15, 2011 through September 14, 2012: (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. Paragraph (a) is hereby completed as follows: Evaluation will be based on the following: Evaluation will be based on 1) Past Performance and Qualifications: The quote shall include at least two references including the phone number, full address and email and contractor's past performance will be based on technical capabilities and past experience as listed below and 2) Price. The Government intends to award a firm-fixed price purchase order on an all or none basis. Past Performance and Qualifications of vendor for evaluation: 1. experience as practitioner in warning or emergency response operations 2. experience in conducting community-level tsunami outreach 3. prior involvement in US National Tsunami Hazard Mitigation Program 4. Background in Tsunami or Earthquake Science and/or Emergency Management 5. Experience in the creation and conduct of tsunami education and public outreach programs 6. Experience in the design and creation of tsunami outreach videos, and other tsunami awareness materials 7. Familiar with electronic information delivery methods and technologies 8. Familiar with the content and design of TsunamiTeacher International (2006) 9. Familiar with the US National Tsunami Hazard Mitigation Program and its framework and strategies, including the 2011 National Tsunami Education and Outreach Plan of Action (draft) 10. Familiar with recommendations of the National Academy of Sciences report, Tsunami Warning and Preparedness: An Assessment of the U.S. Tsunami Program and the Nation's Preparedness Efforts (2010) 11. Vendor should be able to consult regularly with ITIC and/or report to work in the ITIC office space. Preferably based on Oahu, Hawaii. 12. Contractor Non-Personal Services Position is expected to be full time in nature, 40 hours per week. The Government intends to award a firm-fixed price purchase order on an all or none basis. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (May 2011), with its quote. Support ITIC Information Delivery needs. Background and Objectives TsunamiTeacher is currently an information and resource toolkit building global capacity to respond to and mitigate tsunamis. TsunamiTeacher US will be an information resource on warning and mitigation practices used in the US to protect its coastal communities. The target audiences are community practitioners and the general public interested in gaining knowledge on tsunamis and how they can prepare and protect themselves and their property from the next destructive tsunami. Specific Tasks The TsunamiTeacher US will utilize the US National Tsunami Hazard Mitigation Program (NTHMP), NWS Tsunami Ready and other organizational sources' framework, outcomes and strategies, to develop information and outreach modules on how to prepare for the next tsunami and how to develop an effective, practical, and a sustainable Tsunami Early Warning and Mitigation System. The modules will include US information on hazards, warning and forecasting, emergency alerting, social perceptions and response, evacuation, preparedness, education, policy, and tsunami-resistant engineering. State and local practices in hazard assessment, warning guidance, and mitigation will reference the NTHMP and Tsunami Ready web-based repositories. Content and formats used will be consistent with the National Tsunami Education and Outreach Plan of Action (draft) and its recommendations. Tasks include gathering, compilation, design, implementation and completion of the TsunamiTeacher US tool. - Collect and compile tsunami materials for inclusion - Revise and update existing content - Create new modules - Obtain feedback on products within the NTHMP and NWS frameworks ITIC Information Delivery Needs - Assist in preparation of tsunami information and awareness materials - Assist in the dissemination of materials, especially through electronic means such as through the internet. Period of Performance - Obligate funds in FY11. Performance period through August 31, 2012. Vendor Qualifications Qualifications of vendor - 13. Background in Tsunami or Earthquake Science and/or Emergency Management 14. Experience in the creation and conduct of tsunami education and public outreach programs 15. Experience in the design and creation of tsunami outreach videos, and other tsunami awareness materials 16. Familiar with electronic information delivery methods and technologies 17. Familiar with the content and design of TsunamiTeacher International (2006) 18. Familiar with the US National Tsunami Hazard Mitigation Program and its framework and strategies, including the 2011 National Tsunami Education and Outreach Plan of Action 19. Contractor Non-Personal Services Position is expected to be full time in nature, 40 hours per week.
