- Construction of a New U.S. Property & Fiscal Office/Warehouse Facility; Project Number 440009. THE ESTIMATED ISSUE DATE OF THE SOLICITATION PACKAGE, DRAWINGS AND SPECIFICATIONS is on or about 6 July 2011. Requirement is to construct a New U.S. Property & Fiscal Office/Warehouse Facility at Camp Fogarty, South County Trail, East Greenwich, Rhode Island 02818. This facility will be a single high-bay, and partial two-story facility totaling approximately 61,420 SF (Base Offer). Work shall be accomplished under a single prime contract. The Contractor will be required to furnish all plant, labor, transportation, materials, equipment, appliances, and incidentals necessary to perform work as outlined in the project drawings and specifications to produce a complete and useable facility. The scope of this project includes, but IS NOT limited to: construction of a warehouse and associated warehouse customer service and operational support areas/spaces and this area of building is a high-bay warehouse area with four loading dock doors and three vaults for weapons and ammunitions storage; two-story office-type spaces on 2nd floor; 2nd floor telecommunications support areas; physical fitness; classroom; project includes but are not limited to site clearing & preparation, earthwork, storm water management systems, permanent storm drainage systems, sediment and erosion control and tree protection measures, sidewalks, utilities curbs, paving for parking, vehicle maneuvering area pavement, and access road and entrances pavements, pavement striping, exterior lightning, utilities, signage, force protection measures, flagpole, fire protection, landscaping and other elements included in the contract documents. Information concerning Optional Line Items (OLI)s can be found by referring to Section 012300 within the specifications. Natural gas for this project will be provided to the site by the local gas company for tie-in by Contractor. Natural gas for this project will be coordinated by the contractor with the local gas company for tie-in. Any failure of the contractor to acquaint itself with all available information, including a physical inspection of the proposed construction site, will not relieve it from successfully performing all the required work in the plans and specifications to complete a finished and acceptable job. The construction performance period will be 605 calendar days. The construction must be accomplished without interruption of the day-to-day operations of the existing construction project currently ongoing at Camp Fogarty. Normal work hours are Monday through Friday, 7:00 AM to 3:30 PM. A single firm fixed-price contract is contemplated. Solicitation is being issued as a 100% Small Business Set Aside (Ref: FAR 19.5). The estimated magnitude of construction for this project is between $10,000,000 and $25,000,000. The North American Industry Classification System (NAICS) Code is 236 & 237, and the Size Standard for Small Business is $33.5 million average annual gross revenue of the concern for each of the last three (3) fiscal years. The solicitation package will be issued via the web only. All amendments, pre-proposal/site visit minutes and questions [Requests for Information (RFI)] will be posted on www.fbo.gov. All interested parties are encouraged to visit this website often for all updates associated with this solicitation (i.e. meeting dates/times, meeting minutes, amendments, RFIs). All RFIs must be emailed to the POC(s) and must be submitted NLT 15 August 2011 to allow posting responses to the web site. The Government reserves the right to accept RFI(s) after the Proposal Closing Date. There is no charge for the plans and specifications or other solicitation documents. All potential offerors, plan rooms and printing companies are required to register in the Central Contractor Registration (CCR) at http://www.ccr.gov.
