Description
ANNUAL MAINTENANCE & TESTING OF SELF CONTAINED BREATHING APPARATUS (SCBA) 1. Description of Services: Contractor will perform an on site visit to Edwards Air Force Base fire department, to perform a annual maintenance on the MSA Firehawk M7 Responder SCBA for annual service to be completed by 30 Sept 11. The contractor will provide a qualified technician certified to work on MSA Firehawk M7 SCBA's who possess proof of certification. The contractor shall provide all supplies, parts, materials, tools and equipment and perform the labor necessary to inspect, repair, test and perform a POSICHEK on the SCBA MSA Firehawk M7 which encompasses the harness assembly, FireHawk M7 Responder Face Piece, Wireless M7 Heads Up Display (HUD) with Auto Dim and Buddy light, Clear Command Wireless Communication System face mask with breathing valve, heads-up display and bypass and cylinder. 2. Inspection, Testing and Maintenance: The contractor will perform this service on 107 complete SCBA's (harness assembly, FireHawk M7 Responder Face Piece, Wireless M7 Heads Up Display (HUD) with Auto Dim and Buddy light, Clear Command Wireless Communication System face mask with breathing valve, heads-up display and bypass) in accordance with manufactures recommendation and National Fire Protection Association (NFPA) 1852, Ch-7. 3. Documentation: The contractor will provide written documentation as proof of testing for each regulator and mask by serial number for each unit. 4. General: The contractor shall provide services in support of the government, which shall include all items outlined in this Statement of Work. A complete SCBA unit is fully assembled breathing apparatus/Confined space equipment that can be immediately donned and used in a contaminated air environment by the operator. The components of a fully assembled SCBA unit include the facemask, back mounted air cylinder, backpack, regulator, air hoses, gauges and valves. 5. Services to be provided: All services, testing and inspection shall be performed in accordance with the guidelines set forth by the Manufacturer. Certification requirements shall be compliant with the National Institute for Occupational Safety and Health (NIOSH), Mine Safety and Health Administration (MSHA), National Fire Protection Association (NFPA) AFOSH and OSHA. 6. Annual Service: The contractor shall visually inspect the harness and back plate assemblies. A complete cleaning and lubrication of the positive pressure/exhalation attachment shall be performed. The inlet filter shall be replaced. The entire breathing apparatus will be tested using the Posi-chek 3 and in accordance with NFPA 1500. The contractor shall perform the necessary maintenance/repair on any apparatus that fails the flow test and retest said unit. 7. Provided Items: Edwards AFB Fire Department will provide adequate working space for the contractor to accomplish all inspection, testing, service of SCBA. The Fire Department will also provide breathing necessary to perform testing. 8. Terms of Warranty: The contractor guarantees that all items shall be serviced and maintained in accordance with the specifications of the manufacturer and certification requirements as set forth by the OSHA, NIOSH, MSHA, and NFPA. In the event the SCBA is damaged due to misuse, tampering, fire damage or normal wear-and-tear. The contractor will not be held responsible for any costs incurred for repairs. If at any time throughout the year, certified units need repairs (for any reason), these units may be shipped to the contractor. Damaged units will be repaired in-house rates and returned to the Edwards fire department.
