- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors to provide all labor, material, and equipment for the Closure-In-Place of Underground Storage Tanks (UST) Located at the Installations of the U.S. Naval Air Station Sigonella, Sicily, Italy by means of a firm-fixed-price construction contract. All contractors proposing on Department of Defense solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. The requirements will be procured utilizing Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 237120. The estimated price range is between ‚¬18,030 Euro and ‚¬72,120 Euro. The anticipated requirement includes but is not limited to all labor, material, and equipment for the completion of TASK A and TASK B as summarized below: TASK A: The work shall consist of the closure-in-place of 1 (one) 4,000-gallon (i.e.: approximately 15,000-liter) UST and associated piping located at Bldg. #559 of NASSIG “ NAS II. Closing-in-place the NASSIG “ NAS II UST #559 and associated piping includes the following: - Tightness testing of the UST and associated piping; - Emptying, removal, and recycling/disposal of tank bottom/residuals. In this regard, a total of 5 cubic meter of residuals/liquids/sludge has been assumed as stilly lying in this UST to be closed-in-place. - Cleaning of the UST and associated piping, including the removal & recycling/disposal of any waste item(s) generated during these cleaning activities. - Preparation of a gas-free certification for the UST. - Preparation of the UST Closure Report. - Preparation of the UST Closure-in-Place Justification Report. TASK B: The work shall consist of the Closure-in-place of 1 (one) 30,000-gallon (i.e.: approximately 115,000-liter) UST #2100-S1 and associated piping located at NASSIG “ NCTS Niscemi. Closing-in-place the NASSIG “ NCTS Niscemi UST #2100-S1 and associated piping includes the following: - Tightness testing of the UST and associated piping. - Emptying, removal, and recycling/disposal of tank bottom/residuals. In this regard, a total of 22 cubic meter of residuals/liquids/sludge has been assumed as stilly lying in this UST to be closed-in-place. - Cleaning of the UST and associated piping, including the removal & recycling/disposal of any waste item(s) generated during these cleaning activities. - Preparation of a gas-free certification for the UST. - Preparation of the UST Closure Report. - Preparation of the UST Closure-in-Place Justification Report. All work shall be performed in accordance with the Corps of Engineers Safety Manual, EM-385-1-1, the most current version and in accordance with all applicable Italian safety laws and norms. The anticipated period of performance is 180 calendar days. A SITE VISIT is scheduled for 30 August 2011 at 10:00AM in the FEAD Conference Room, Building 618, Naval Air Station 2 “ Sigonella, Sicily, Italy. Additional details regarding the pre-bid conference and site visit will be indicated on the solicitation documents. Bidders can view and/or download the solicitation via the European Navy Electronic Commerce Online (EURONECO) website at https://euro.neco.navy.mil when it becomes available. All interested offerors shall register at this website. However, registration does not release bidders from the responsibility of checking the solicitation daily for any amendments or other notices pertaining to this solicitation. The solicitation is expected to be posted to EURONECO on 23 August 2011. Quotes are expected to be due by close of business on 16 September 2011. All dates are tentative and are subject to change. This is an internet only solicitation so paper copies will not be provided.
