- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Research Institute of Environmental Medicine (ARIEM), intends to award a firm fixed price purchase order on a sole source basis to: LI-COR, INC., Lincoln, NE 68504. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. RESPONSES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: We are requesting the Pearl Impulse Imaging System and SmartFlow Anesthesia Suite accessory from LI-COR, Inc. to support the molecular and animal studies associated with approved animal protocols A09-02 and A10-02. The LI-COR Pearl Impulse Imaging System and Smartflow Anesthesia Suite allow for infrared fluorescent in vivo imaging of small animals as well as ex vivo tissue analysis and histology. Probes developed using an IRDye near-infrared dye can be used for evaluation of binding capacity in vitro, in vivo imaging and tissue imaging. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): We currently use the Odyssey Infrared Imaging System from LI-COR, Inc. for western blot analysis of protein samples isolated from study animal tissues. The Pearl Impulse Imaging System uses the same set of two-color detection probes and fluorescent labels as the Odyssey system. Performing all studies with the same probes and fluorescent labels (from protein in the Odyssey to tissue and animal in the Pearl) improves consistency in data interpretation and expands the use of supplies currently used for the Odyssey. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: The nature of the products requested necessitates that the instrument and accessories come from LI-COR, Inc. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
