Description The National Cancer Institute (NCI), Technology Transfer Center's (TTC) plans to procure on a sole source basis with Datawaves, 12070 E Sugar Maple Court, Suttons bay, MI 49682 for maintenance support, software upgrades and design functionality for Technology Information Management Systems (TIMS) database. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Maintenance support will be provided on an annual basis. All other tasks will be provided on an Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The North American Industry Classification System code is 541511 and the business size standard is $25M. Period of performance is for twelve months from time of award with three 12-month option periods. The TTC is responsible for negotiating between NCI scientist and private sector companies, universities, and non-profits for the collaborative development of federally funded bio-medical research into commercially available products, and the continued resource sharing that is part of the NIH mission. In addition, the TTC is also a Competitive Service Center (CSC) for technology transfer. Under the CSC, the TTC negotiates agreements for 10 other Institutes of the National Institutes of Health. TTC tracks negotiation agreements within the TIMS database from initial request to execution of the agreement, and through agreement expiration to final destruction of the physical file itself. This process can span several years and involve many tracking dates which are all recorded in TIMS. TTC currently negotiates eight different types of agreements for the NIH. The contractor shall provide annual TIMS CRM maintenance and support. On an IDIQ, as needed basis, the contractor shall provide software upgrades, make changes based on TTC workflow, programming support to transfer data to other NIH databases and for receipt of data from outside sources, and training to TTC staff, when warranted. Contractor shall be a certified FileMaker Pro 10 developer and must maintain certification status for all versions of FileMaker Pro deployed by TTC. Contractor personnel shall have at least 10 years of demonstrated ability and expertise in FMPro software relational database design and development. Datawaves is the only known source with the ability to meet the government's needs. TTC has used FileMaker Pro software to track its agreement negotiation process and inventions deadline management since 1992 starting with an "in-house" developed flat file database. Datawaves developed TIMS in 2002. Since then, Datawaves has provided upgrades the database system several times using the latest version of FileMaker Pro available. Virtually all of the work in the TTC depends on the TIMS database. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 30, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
