- The Department of Commerce/National Institute of Standards and Technology intends to negotiate on a sole source basis from ANDOR TECHNOLOGY using simplified acquisition procedures under the authority of FAR Subpart 13.5, Test Program for Certain Commercial Items (Section 4202 of the Clinger-Cohen Act of 1996). For: Neo -- 1) 40C,100fps,11&16bit, FI, R&G shut,C-mt DC-152Q-C00-FI -(1 EA) 2) Software for Imaging cameras SOLIS (I) (1 EA) 3) Software Develop Kit - CCD PCI System ANDOR-SDK-CCD (1 EA) Identified measurement need is to quantitatively measure the fast dynamics of biomolecules in live cells, tissues, and biomimetic materials. Quantitative dynamic imaging capability with high speed, time precision, and low-noise will provide measurement techniques to meet the need. For our molecules of interest, image acquisition rate needs to be faster than the video rate (30 fps for NTSC-standard and 25 fps for PAL-standard) with a good signal to ratio (< 1 electron read noise), without compromising the image size, comparable to that of the best line of EMCCD cameras that we are currently using. Such camera never existed until recently therefore our measurements have suffered from measurement uncertainties. The proposed acquisition is for the purchase of a sCMOS camera from ANDOR Technology. The procurement of the supplies/services described above by other than full and open competition is appropriate because suggested vendor is the only one qualified source to meet the specifications/capabilities that are required. The following capabilities are uniquely available only with the quoted system: 1. Maximum acquisition speed is 100 fps for 5.5 Megapixels (Mps) imaging, 208 fps for 1.4 Mps, and 1688 fps for 0.18 Mps. 2. Readout noise is 1 electron at 200 MHz, 1.2 electrons at 400 MHz, and 1.4 electrons at 500 MHz. 3. In normal operation at -40 C, the dark current is 0.03 electrons per pixel per second. 4. For the best acquisition speed, an internal memory chip of 4GB size is installed in the camera. 5. External triggering mode operation is possible. 6. For high contrast image dynamics, the data range extends up to 16 bit. A firm-fixed-price purchase order will be issued on or about August 22, 2011, The Government intends to solicit on this one source under the authority FAR 13.106-1(b). Interested concerns may identify their capabilities to provide renewal of these licenses by submitting a capability statement that demonstrates in written narrative format their ability to provide the required license renewals. Capability statements may be emailed to Janice.Moten@nist.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procedure. This noticed is not a request for quotation. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
