- Request for Quote (RFQ) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation will be posted to the Federal Business Opportunity (FBO) web-site as a "Brand Name or Equal 100% Total Small Business Set-Aside". Solicitation/synopsis reference number 216511720521A is being issued as a Request for Offers/Quote (RFQ). Provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53 effective 04AUG2011. (1) FAR 52.212-1 (Instructions to Offerors - Commercial Items) (JUN 2008): (a) Re para (a): NAICS 335122 ; size standard is 500 employees. (b) Note that para (k) requires quoter to be registered with the Central Contractor Registration (CCR) database at time order is issued and throughout performance. (2) FAR 52.212-2 (Evaluation - Commercial Items) (JAN 1999) with the following insertion in paragraph (a): The Government will issue an award to the responsible contractor, with acceptable past performance, submitting the lowest priced technically acceptable offer/quotation. (3) PROPOSALS MUST BE RECEIVED NOT LATER THAN 2:00 PM PACIFIC DAYLIGHT TIME AUGUST 24, 2011 IN ORDER TO BE CONSIDERED. Please use the attached "Request for Offer/ Quote" form to submit your offer/quote and forward by email to allen.powers@dma.mil or fax to (951) 413-2432. Due to technical issues email and fax may not result in your offer/quote arriving before the cut-off time, please allow extra time if you're sending your quote via electronic means. (4) Offers/Quotes must include completed copy of provision at FAR 52.212-3 (Offeror Representations and Certifications - Commercial Items) (MAY 2011) or indication that reps and certs are in ORCA. CLIN 0001-0004: GOVERNMENT REQUIREMENT (I.E. LINE DECRIPTIONS & MANUFACTURER NAME/PART NUMBERS) ARE PROVIDED IN THE ATTACHED "REQUEST FOR OFFER/QUOTES". Required delivery will be 30 calendar days from the award date of the contract or delivery order (if GSA prices quoted). Contractor's offers/quotes must be FOB Destination or will be considered non-responsive. ADDITIONAL LIGHTING SPECIFICATIONS: Luminaries must be able to meet the following conditions: 1)Must provide adequate lighting levels at AFN-BC. (IESNA standard Type I-V distributions). 2)All new equipment must be able to operate in inland climate and weather conditions. 3)Anticipated lamp life - 100,000 hours or greater. (Induction lighting) 4)Environmentally friendly applications. 5)Output Color - 5000 Kelvin, 82-85 CRI, enhanced white light. 6)The Street lighting fixtures will have a minimum 10 years warranty; the warranty shall provide for the repair or replacement of defective electrical parts 7)Standardized part replacement stream. 8)Standardized universal mounting hardware; 9)Lumen Maintenance: 70% over 100,000 hours. (Induction lighting) 10) Luminaries shall be able to operate normally in temperatures from -20° C to 50° C. 11) All screws shall be stainless steel. 12) No parts shall be constructed of polycarbonate unless it is UV stabilized (lens discoloration shall be considered a failure under warranty). 13) Luminaries should have a minimum Power Factor of.90. 14) Class A sound rating per ANSI Standard C63.4. Assembly or compartment shall be rated a minimum of IP54. 15) Transient Protection Per IEEE C.62.41-2-2002, Class A operation. 16) The street lighting and exterior wall fixtures will include a photocell. 17) The exterior wall fixtures will be constructed in a manner to allow for field replacement parts (i.e. lamp and ballast). 18) The exterior wall fixture will have a minimum 7 year warranty; the warranty shall provide for the repair or replacement of defective electrical parts. Physical Specifications: • Full cutoff heavy duty aluminum/hybrid interior design with increased durability for harsh environments (Street lights) • Housing shall be primarily constructed of metal (Street lights) • Finish shall be powder coated and rust resistant (Street lights) • Specular reflector optimized for induction lamp geometry (Street lights) • Acrylic lens with Type III, medium throw prescription • Integrated heat sink system for extended life • Excellent vibration & shock resistance • Electronic ballast with high power factor, flicker free instant re-strike • Bi-Level: ballast option dims to 40% power for increased energy savings • The existing lighting is 277v. THIS IS A "BRAND NAME OR EQUAL 100% TOTAL SMALL BUSINESS SET-ASIDE. All equipment and associated parts must be as requested as they are part of a complete system/package. Contractors providing "as equal" items must provide the manufacturer, part numbers, and specification data adequate in determining whether the products meet the salient features provided for in the solicitation. SUPPLEMENTAL CLAUSES/INFORMATION 52.0100-4094 MARKING INSTRUCTIONS FOR ALL ITEMS TO INCLUDE DROP SHIP AND DIRECT SHIPMENT (DMA)(OCT 2008) The Contractor shall attach two (2) copies of a detailed packing list with each box or container with unlike items where the full description of the contents is not authorized or cannot be shown. Include one (1) copy of the packing list inside the box or container and attach one (1) copy of the packing list on the outside of the box or container. The outside of the box or container must also include the complete shipping address as provided in the schedule and the Contract/Purchase/Delivery Order number located on Page 1 of this document. The packing list shall contain the following information: (a) Contract number/Purchase Order number or Delivery Order number (b) Package number and set number (if any) of the container. (c) A list of the contents which shows the quantity by item, item description, part number, type and size, unit of issue if other than each. NOTE! The government WILL NOT ACCEPT items shipped without a packing list especially when the content of the package is unidentifiable; rejected items will be returned at the contractor's expense. INCOMPLETE DELIVERIES Incomplete delivery refers to the incomplete shipment of a unit of issue of an individual contract line item (CLIN). Such Incomplete, or fragmented delivery of any part of a CLIN is not authorized and will not be accepted. Each item (CLIN), including all components and sub-items, is to be delivered complete. Where sub-line items are reflected as component parts of an item, all sub-line items must be delivered simultaneously to form the complete item. INVOICING INSTRUCTIONS - MANDATORY: In accordance with DFARS clause 252.232-7003, invoices under this contract/order are to be submitted electronically. This office, and the Department of Defense, has determined that Wide Area WorkFlow (WAWF) at https://wawf.eb.mil is the preferred electronic method to be used. However, if your available computer hardware or computer configuration is incompatible with WAWF, the Web Invoicing System (WinS) at https://ecweb.dfas.mil may be used or any other mutually agreed to electronic method may be used in accordance with paragraph (c) of the clause. Vendors must register in the WAWF system at https://wawf.eb.mil. If you have questions during the registration process, you can call the WAWF help desk at (866) 618-5988. The WAWF system provides for submission of invoices in several different forms. It is recommended that an "Invoice and Receiving Report (Combo)" be used when the contract/order is for supplies and an "Invoice as 2-in-1 (Services Only)" be used when the contract/order is for services. Using these types of WAWF documents automatically generates an e-mail notification to the receiver that their acceptance is required for the document to be processed for payment. Due to the fact that our office processes contracts/orders for various receivers from other agencies, we cannot at this time guarantee that the Deliver To code in block 15 of the Standard Form 1449 is registered and active in WAWF. If the code is not active in the WAWF system, you will be unable to use either the "Invoice and Receiving Report (Combo)" or the "Invoice as 2-in-1 (Services Only)" option in WAWF. In this case, you will need to enter your invoice using the "Invoice" option. This will generate a stand-alone invoice not associated with a receiving report. The receiving office will then be required to separately submit their receiving report to the Defense Finance and Accounting Service for processing. Use of the WAWF electronic invoicing system can decrease the time required to process an invoice. It also allows for tracking invoices and acceptance on-line without further correspondence.
