Description
The Centers for Disease Control and Prevention Division of Reproductive Health (DRH) Maternal and Infant Health Branch intends on procuring services from Charles Drew University of Medicine on the Healthy African American Families (HAAF)Project. The contractor shall provide technical assistance on community participatory research and on African American public health issues and present results at local, state and national levels. The contractor shall host conferences, make presentations on the HAAF results; attend national advisory meeting on HAAF issues; Maintain the confidentiality of data collected under Human Subjects regulations; and conduct activies necessary to complete all required tasks of the requirement. The North American Industry Classification (NAICS) Code is 611430 and the Business Size Standard is 7M. The contractor shall provide all labor, materials, supplies, travel and other services necessary to complete the requirement. Except for required participation in training conferences, the place of performance shall be at the contractor's facility. The Period of Performance shall continue for twelve (12) months after contract award. CDC anticipates award by September 12, 2011. The requirement is not set aside for small businesses. It is being procured under the simplified acquisition procedures, found in Federal Acquisition Regulations (FAR) Part 13. The sole source authority is FAR Section 6.302-1(a)(2) - the service is available from only one source capable of providing and satisfying the agency requirement. Drew University and Healthy African American Families(HAAF) has directed the research and guided all prior activities related to outreach for Community Participatory Research for HAAF. The DRH has determined that Drew University a partner with the HAAF project, is the source necessary to achieve the results required for the success of the project. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 2:00 PM Eastern Standard Time, August 31, 2011. Determination not to compete the proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for responses.
