- See attached for contract clauses. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13, Simplified Acquisition Procedures, are being utilized for this acquisition. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation document will not be issued. This is a Request for Quotation (RFQ). This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-53. Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror to monitor www.fbo.gov for any amendments or other information related to this solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 323119. The following Section 508 of the Rehabilitation Act of 1973 standards apply: 1194.21 Software applications and operating systems. 1194.31 Funtional Performance Criteria 1194.41 Information, Documentation and Support In support of the FIPS 201 to satisfy policy directives specified in Homeland Security Presidential Directive 12 (HSPD-12), the National Institute of Standards and Technology (NIST) Computer Security Division (CSD) is developing a reference set of smart cards to facilitate the development of applications and middleware that support the Personal Identity Verification (PIV) Card. This set of test cards includes not only examples that are similar to cards that are currently issued today, but also examples of cards with features that are expected to appear in cards that will be issued in the future. For example, while the certificates and data objects on most, if not all, cards issued today are signed using RSA PKCS #1 v1.5, the set of test cards include examples of certificates and data objects that are signed using each of the algorithms and key sizes listed in Table 3-3 of SP 800-78-3, including RSASSA-PSS and ECDSA. Similarly, the infrastructure supporting the test cards provides examples of CRLs and OCSP responses that are signed using each of these signature algorithms. The set of test cards also includes certificates with ECC subject public keys in addition to RSA subject public keys, as is permitted by Table 3-1 of SP 800-78-3. The set of test cards, collectively, also include all of the mandatory and optional data objects listed in Section 3 of SP 800-73-3 Part 1, except for Cardholder Iris Images. Several of the cards include a Key History object along with retired key management keys. The certificates that appear on the test cards, both the card holders' certificates and the content signers' certificates, are issued from a simple two-level hierarchy. This procurement addresses a requirement for PIV cards that meet the following minimum specifications: (1) Smart card must be on the NIST maintained validation list, "Validation List for PIV Card Applications" found at http://csrc.nist.gov/groups/SNS/piv/npivp/validation_lists/PIVCardApplicationValidationList.htm (2) Must include support for key history, as specified in section 3.2.7 of NIST Special Publication 800-73-3 Part 1, "Interfaces for Personal Identity Verification ¬Part 1: End-Point PIV Card Application Namespace, Data Model and Representation" (3) Must have FIPS 140-2 validated support for RSA signature generation and key transport, the elliptic curve digital signature algorithm (ECDSA) and elliptic curve diffie-hellman (ECDH) The items required are: Line Item 0001 Description: 128K ID One Personal Identity Verification cards - Type A Quantity: 1050 EA Line Item 0002 Description: 128K ID One Personal Identity Verification cards - Type B Quantity: 100 EA All responsible offerors that can meet the above requirements are invited to submit quotations in accordance with the instructions below. ADDENDUM TO PROVISION 52.212-1 - QUOTATION SUBMISSION INSTRUCTIONS Paragraph (b) below replaces paragraph (b) in provision 52.212-1. (b) Submission of quotations. Submit dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on company letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must include- (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) Technical description of the items being offered in sufficient detail to evaluate compliance with requirements in the solicitation. Item MUST meet exact specifications as laid out in the description attached. This may include product literature, or other documents, if necessary; (4) Terms of any expressed warranty; (5) Firm-fixed price for each CLIN and discount terms; (6) Acknowledgement of solicitation amendment(s); (7) Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. NIST reserves the right to award a purchase order without discussions, based solely on the submission of the Contractor. EVALUATION FACTORS FOR AWARD: The award will be made to the responsible authorized offeror whose technically acceptable quotation is deemed to represent the lowest price. In order to be technically acceptable, an offer must clearly demonstrate that the products offered meet all of the above requirements. All offerors must be registered in CCR (https://www.bpn.gov/ccr/default.aspx) in order to be considered for award. Any communications regarding this acquisition must be made via email to Divya Soni at divya.soni@nist.gov and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. All quotations shall be submitted electronically to divya.soni@nist.gov referencing the solicitation number.
