Description
The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Norfolk Naval Shipyard Maritime Industrial Division intends to negotiate a Firm Fixed-Price Contract, for Contractor is to overhaul two (2) 15 meter dive boats at the contractor ™s facility. Specifications shall be set forth within the written solicitation. The services will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. The procurement will be solicited as a 100% small business set aside. The North American Industry Classification System code for this acquisition is 336611 with a small business standard of 1000 employees. A Pre-proposal Conference for all prospective offerors will be held on 30 AUGUST 2011 at 1:00 PM EDT at Norfolk Naval Shipyard, Portsmouth, VA 23709-5000. Attendance at the pre-proposal conference is MANDATORY for quote submission. Participants must provide their own personal protective equipment for the site visit including hard hat, safety glasses, steel toe shoes and ear plugs. Participants are requested to e-mail the Contract Specialist, Donyette Smith, donyette.smith@navy.mil for directions and exact location 24 hours prior to the conference. All conference participants will need a signed statement on their company letterhead stating that the following personnel are employees working for the company and the dates they are requesting access to Norfolk Naval Shipyard (NNSY). It should also include their full name, SSN, date of birth, place of birth and if they are a U.S. citizen or not. Contractors ™ representatives must be United States citizens. In addition, participants are to provide proof of U.S. citizenship (i.e. DHS I-9 FORM. śEmployee Eligibility Verification Form ť). The I-9 is based on presentation of appropriate documentation that both verifies the employee ™s eligibility for employment and denotes his citizenship status. Contractors can go to http://www.navsea.navy.mil/shipyards/norfolk/nnsy/Security.aspx to acquire the required form and completion guidance. All requested information can be faxed attention to Donyette Smith at 757-396-9895 or email it in a PDF format to donyette.smith@navy.mil no later than 2:00 PM EDT on 25 August 2011. Requests for quote will be available for download on or about 22 August 2011 at the following websites: http://www.neco.navy.mil under solicitation number N00189-11-T-N064. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above web site. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements via the Internet at http:// www.bpn.gov/CCR. The NECO website has a "submit bid" button next to the solicitation number. DO NOT use the "submit bid" button on NECO to submit your proposal.
