- Amendment 1 to Solicitation HSFEHQ-11-R-0086: Updates attachments 5 through 17. To clarify, this solicitation is NOT cancelled and the Government is still requesting proposals. The duplicate of this solicitation was cancelled in order to avoid confusion. Please carefully read the updated documents in this zip file. Questions are due Monday, 22 August 2011 at 1000 (10:00 AM), EST. Proposals must be submitted not later than Monday, 12 September 2011 at 1200 (noon), EST. The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Urban Search and Rescue (US&R) requires functional training related to various technical aspects of the National Urban Search and Rescue (US&R) Response System and its emergency search and rescue mission. The Government anticipates awarding one or more Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) following the procedures of FAR Part 15 for Contracting by Negotiation. This acquisition is 100 percent set-aside for small business concerns. The NAICS Code for this procurement is 611430 with a n applicable size standard of $ 7.0 million. Offerors will be evaluated on technical capability, past performance, and price. The Government intends to make multiple awards if it is in the Government's best interest to do so. The period of performance for the resulting award(s) will be a base period of one (1) year plus four (4) one year option periods. Submission Instructions: Offerors must submit all technical questions concerning this solicitation in writing via email to the Contract Specialist. FEMA must receive the questions no later than Monday, 22 August 2011 at 1000 (10:00 AM), EST. At that time any questions which may affect offers will be answered in writing with copies of both the questions and answers being supplied to all prospective offerors, without reference as to the originating sources. Offerors shall complete Attachment 20- Past Contractual Performance/Experience and submit to the Contract Specialist no later than Thursday, 8 September 2011 at 1000 (10:00 AM), EST. Offors shall provide Attachment 19-Past Performance Survey to their past performance references. The offeror's past performance references shall submit the Past Performance Survey directly to the Contract Specialist later than Thursday, 8 September 2011 at 1000 (10:00 AM), EST Proposals shall be submitted by Monday, 12 September 2011 at 1200 (noon), EST at the issuing office.
