- The Naval Surface Warfare Center, Indian Head Division (NSWC/IHD) intends to award a Sole Source Firm Fixed Price (FFP) purchase order to TA Instruments “ Waters LLC (DBA TA Instruments), 159 Lukens Dr, New Castle, DE 19720-2765. This FFP award is for NAICS Code 334516 and Federal Supply Class (FSC) 7020 for a TAM III Micro Calorimeter system, with requirements as specified herein. This will be a Firm, Fixed Price purchase order not to exceed Federal Acquisition Regulation (FAR) Part 13.5 Simplified Acquisition Threshold. Numbered Note 22 applies. NSWC IHD requires the sample throughput capacity of the microcalorimetric apparatus which is used to certify key safety parameters for ammunition and explosive materials per STANAG 4582 and STANAG 4147. In addition, it is desired that the option to add accessory modules to this instrumentation having the capability of carrying out VTS (vacuum thermal stability) testing, without the use of mercury, equivalent to that described in STANAG 4556 and MIL_STD-286C be available. The equipment currently being used was originally procured from TA Instruments and the proposed equipment would enhance and increase the capabilities of the original equipment. The proposed instrumentation will be controlled by the same data acquisition system as the current instrument. The instrument is supplementing and increasing the throughput of the TAM III microcalorimeter equipment previously procured from TA Instruments. The TAM III HFC system manufactured by TA Instruments, is the only instrument capable of meeting all of the requirements and desired capabilities for our applications. In order to be compatible with and operate in tandem with our current instrumentation and utilize the current computer, data acquisition software, minicalorimeters, and sample holders, the new instrumentation has to be purchased from TA instruments. This is the only manufacturer of microcalorimeter systems that is compatible with the TAM III data acquisition software and minicalorimeter accessories and also has the capability of maintaining baseline drift to less than 1 microwatt for a 24 hour period.
