- SF-330, Part II SF-330, Architect and Engineer Qualifications Request for Qualifications AG-3B19-S-11-0010 Topographical and Right-of-Way/Easement Survey Services The USDA, Natural Resources Conservation Service (NRCS) in Maryland announces a request for SF-330, Architect and Engineer Qualification Statements, from firms interested in Indefinite Delivery Indefinite Quantity (IDIQ) contracts to provide a topographical and Right-of-Way/Easement Surveys on properties NRCS has enrolled in the Wetlands Reserve Program (WRP). These boundary surveys and legal descriptions will be filed in the county land records with the original Warranty Easement Deed at various locations in Maryland. USDA NRCS purchases conservation easements on private lands. Most of these easements are placed within a portion of the original property boundaries. In order to establish the location of the easement a boundary survey must be completed by a Professional Land Surveyor. Interested Survey Firms must have: a Registered Professional Land Surveyor on staff that has been licensed in the State of Maryland for at least 5 years; have been in business for a minimum of five (5) continuous years performing topographical and boundary surveys; and have at least two (2) Maryland Registered Professional Land Surveyors on staff. Multiple IDIQ contracts may be awarded. Contracts will include Base Plus 2 Option Years. Work under these contracts will be subject to the satisfactory negotiation of individual task orders issued on an as-needed basis. The total contract will be $950,000 for the base year including all option years. The price of any single task order shall be at least $5,000, but shall not exceed $400,000. The guaranteed contract minimum is $10,000. There shall be no guaranteed minimum for the option years. A&E firms interested in providing these services are to submit four copies of completed form SF-330 to the contracting office at the address shown in this announcement, as well as any information that will assist with their evaluation on selection criteria. The NAICS Code for this procurement is 541370. This procurement will be evaluated using Brooks Act procedures. The government reserves the right to negotiate and award a contract up to one year from the receipt date of the SF-330. DESCRIPTION OF WORK NRCS will issue an order for a topographical or easement boundary survey to selected Surveyors. Work is expected to be completed within 90 days from issuance of each task order. 1. After the Surveyor receives the task/delivery order and before field work begins, the Surveyor shall schedule a pre-work site visit with NRCS representatives and the Landowner. During the pre-work site visit the proposed easement boundaries will be discussed, the property will be viewed as well as the easement access route. 2. The Surveyor shall furnish all labor, materials and equipment necessary to provide the required survey that meets or exceeds the minimum technical standards for land surveying as set forth in COMAR - Title 09 - Department of Labor, Licensing, and Regulations Subtitle 13, Chapter 6 - Minimum Standards of Practice. The Survey shall also meet the accuracy specifications and positional tolerances for a Rural Survey as set forth in 09.13.06.03. The Survey will include a sketch of the route of ingress and egress to a publicly dedicated right of way. On the survey drawings the Surveyor shall identify the point of beginning, all of the control points (markers) with WRP Caps set, distances in feet and meters and list the project coordinates in both Maryland State Plane coordinates (NAD83 feet) and UTM 17 or 18 (NAD83 meters). The survey will also include the legal description of the WRP Easement Area and the access route. It shall be by metes and bounds description from point of beginning to the terminus referencing all bearings, distances and control points (markers) with WRP Caps set. 3. In addition to the Survey, the Surveyor shall also provide separate legal descriptions of the WRP Easement Area and the access route 4. The surveyor shall locate the boundary angle points and record the description using bearings and distances as referenced to the National Spatial Reference System. The boundary survey shall be a complete traverse of the area tied to a corner of a Public Land Survey or a corner of a recorded property. A latitude and longitude coordinate shall be collected for each of the points using North American Datum 1983 (NAD 83) with a + 1 meter accuracy. 5. The Surveyor shall install permanent control markers and WRP Conservation Easement Boundary Sign on the easement survey line (Easement Boundary Sign, without post or mounting hardware shall be provided by NRCS). 6. All permanent control markers will be marked by Surveyor with caps stamped WRP Easement USDA MD. All caps and control markers shall be provided by the Surveyor. 7. The Surveyor shall provide a digital geospatial data layer of the WRP boundary easement layer. Projection must be defined as UTM 17 or 18, (NAD83 meters). The format will be ESRI Arc GIS shapefile (.dbf,.shp,.shx,.prj) 8. The Surveyor shall provide two vertical control points within the easement. Elevation shall be based on National Geodetic Vertical Datum (NGVD) with WRP Conservation Easement Boundary Signs within 2 feet of each control point. 9. Upon completion of the work but prior to the Surveyor signing and sealing the documents, the Surveyor shall contact the NRCS and the Landowner to allow for certification that the work has been completed in accordance with NRCS specifications and to obtain the landowner's signature certifying that the landowner concurs with the WRP easement as presented in the survey documents. 10. Upon completion of the preliminary review by NRCS and receipt of written approval from NRCS and Landowner, the Surveyor shall complete all work and provide signed and sealed prints of the Easement Survey and Legal Descriptions directly to the NRCS. 11. In addition to the prints, the Surveyor shall provide Compact Disks (CD)s containing electronic copies of AutoCad 2000 drawing files, ESRI Arc GIS shape files; and all signed and sealed drawings of the WRP Easement Survey and Legal Description.   SELECTION CRITERIA: Firms meeting all Prerequisites will be evaluated and ranked using the Evaluation Factors. Prerequisites • Registered Professional Land Surveyor on staff that has been licensed in the State of Maryland for at least 5 years. • Has been in business for a minimum of five (5) continuous years performing topographical and boundary surveys • Has at least two (2) Maryland Registered Professional Land Surveyors on staff • Registered in the federal Central Contractor Registration (CCR) Visit to registerwww.ccr.gov • Meets the requirements of a small business for NAICS code 541370 Evaluation Factors 1. Professional qualifications necessary for satisfactory performance of the required services (25%) Evaluation will be based upon the personnel and their knowledge and level of experience, specialized education at the university level, and all other applicable education, training, and certifications associated with the requirements above, and their availability to perform work on this contract. At least one professional engineer must be registered in the State of Maryland. 2. Specialized experience and technical competence in the type of work required (20%) Evaluation will be based on the extent of directly related specialized experiences and technical competence completing land surveys on conservation easements or land acquired for conservation purposes (with experience in retracement procedures for section subdivision, proportioning corners, rules of evidence applied to original corner searches). A legible copy of a survey completed for one of the references shall be provided as an example. Example survey submitted must have been completed within the last three years. 3. Capacity to accomplish the work in the required time (20%) Evaluation will be based upon the number of personnel available, the quantity of existing work under contract, the schedules for completion of the existing work, and the capacity to provide personnel for multiple projects simultaneously. 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules (15%) List past performance for at least three (3) projects and provide a customer reference list with the name of the organization, contact person, phone number and email address (if available) on contracts with Government agencies and nonprofit conservation organizations on projects completed in the last 3 years. Provide a legible copy of a survey completed for one of the references and 5. Geographical location to areas where the work will be required (15%) Evaluation will be based upon the firm's proximity to project location. Firms must clearly indicate the office where the work will be performed and the qualifications of the individuals proposed to work on the contract. 6. Demonstrated experience with similar types of projects in the State of Maryland (5%) Evaluation will be based upon your firm has experience in completing easement surveys in the State of Maryland. The above evaluation factors are listed in order or importance. SUBMITTAL REQUIREMENTS Firms, which meet the requirements described in this announcement, are invited to submit 4 copies of a Standard Form 330, Architect-Engineer Qualifications Parts I & II not later than 2:00 p.m. (ET) on September 19, 2011 to: USDA-Natural Resources Conservation Service ATTENTION: Denise Brooks 339 Busch's Frontage Road, Suite 301 Annapolis, MD 21409 Only those firms responding by the time listed above will be considered for selection. Selected firms will then be sent a solicitation to provide their proposals. This is not a Request for Proposal.
