- The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Exposure Research Laboratory (NERL) and Microbiological and Chemical Exposure Assessment Research Division (MCEARD) have a requirement for individually vented caging systems (IVC) for mice, gerbils, and chicks/ducklings in accordance with attached Specifications. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Refer to RFQ-OH-11-00063 when responding to this request. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-37. This acquisition is set-a-side for small businesses. The NAICS Code is 332999 All Other Miscellaneous Fabricated Metal Product Manufacturing. All supplies shall be provided to the EPA AWBERC facility located at 26 W. MLK Drive, Cincinnati,, OH 45268 after receipt of award. The F.O.B. point shall be destination. Price quotes shall include any setup charges. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. This is a competitive request for quotation for individually vented caging systems (IVC) for mice, gerbils, and chicks/ducklings to be used by the U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Exposure Research Laboratory (NERL) and Microbiological and Chemical Exposure Assessment Research Division (MCEARD).Quotes shall be submitted electronically, by emailing quotes by attachment, preferably in PDF format, to young.gerold@epa.gov, by fax to (513)487-2107 with attention to Gerold Young II, or by any other means reasonably calculated to reach the contracting office. Attachment ARequired Items and Minimum Performance Specifications RFQ-OH-11-00063Individual Vented Cages The following specs are to be installed as a maximal footprint of 72"x35"x80" (LxWxH) for the housing unit and consist of proper training on the usage of the cages. The MCEARD requires the following criteria:1.The supply and exhaust air must be HEPA filtered by an air handling unit. This unit shall monitor supply and exhaust air while displaying both the temperature and relative humidity. 2.In addition, the air handling units should ideally be interchangeable between all of the systems described below to offer greater research flexibility.3.This unit should have a noise level below 55 dBA and have an air speed <0.3 m/sec at the animal level.4.Caging shall either include a watering system or provide water bottles.5.Cages shall be made of polysulfone and must be autoclavable. 6.Sufficient caging for animal housing which meets the requirements specified in Guide to the Care and Use of Laboratory Animals for: ?150 mice (< 30 g) either individually or group housed with up to 10/cage?100 gerbils (<200g) either individually or group housed with up to 4/cage?30 chick or ducklings 7.These systems will provide HEPA protection at the cage level with single pass air flow, and maintain negative pressure. 8.Extra cages, lids, water bottles, etc. to at ? maximum number of animal cages for each animal model to provide sufficient caging for cage changing:?50 gerbil cages?75 mice cages?15 chick cages Technical Evaluation Criteria The Government will award a purchase order on a best value basis resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:Technical acceptability of the item offered to meet the Government?s requirement, and Offers shall provide technical descriptions with sufficient detail to demonstrate that the items offered meet the minimum requirements in the Specifications (Attachment A).
