Description
Presolicitation Notice HSSCCG-11-R-00036 Classification Code: 7030 NAICS: 511210 This is a pre-solicitation notice published in accordance with FAR 5.203 announcing that a solicitation will be published in the Federal Business Opportunity (FedBizOpps) on or about August 24, 2011 for Workers Compensation Claims Management System software and services for the U.S. Citizenship & Immigration Services, Office of Human Capital and Training (HCT). The Office of Human Capital and Training (HCT) provides oversight and management for the overall USCIS Workers' Compensation Program. Currently, the HQs' Program Manager is responsible for the oversight of approximately 100 collateral duty employees serving in the capacity as the Workers' Compensation Program (WCP) Coordinators in HQ and field locations. The WCP Coordinators through the guidance of the Program Manager are responsible for ensuring timely filing, processing and payment of claims for injured employee's as well as case management of injured workers claims. Currently, the processing, analyzing, compiling and generating of reports is performed manually and there is no mechanism in place to conduct effective case management. The collection and compilation of claim data in order to generate a report for the Department of Homeland Security and USCIS Senior Management Official's annual reporting requirements is not easily accessible or obtainable for WCP personnel. Without real-time data, USCIS is unable to effectively identify and track trends to make an analysis of workplace injuries and illnesses. USCIS requires a software package to track and manage all stages of the workers compensation program claims process. The WC application must have the capability to accommodate at least 50 concurrent users. (This figure was derived based upon a 4 to 1 ratio of a total of 102 WCP Personnel). Designated USCIS WCP personnel, supervisors, and injured employees will be the primary users of this system. The software application must have the capability to submit and receive claim data to the Department of Labor and interface with the National Finance Center Payroll and Processing Center. The software shall contain a web-based case management system and a case management feature that will allow worker compensation personnel access to real-time injury/illness claim data specific to their location. Detailed system requirements for the USCIS WC claims management system are found in Attachment A. Vendor's solution shall meet all of the requirements defined in Attachment A. The application will be a vendor hosted solution and will use Oracle or SQL as its database source. Also, required will be software maintenance, installation support, technical support, system administration manuals, user manuals, training for functional users and administrative users. This acquisition will be a total small business set-aside. The acquisition is expected to result in one contract. The contract will be awarded for a 12-month base performance period with four 12-month option periods. This notice is not a request for proposals and in no way obligates the Government to award any contract. The distribution of the resulting solicitation will be accomplished solely through FedBizOpps. Hard copies of the solicitation documents will not be available, therefore, no written, telephone, or facsimile requests for the document will be accepted. All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through FedBizOpps. Attachment A The following table is a list of USCIS requirements.
