Solicitation Number: 4QCS57113428 ITSS File Access Number: 4QCS57113428 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and conducted under FAR Part 15.101-1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation is issued as a Request for Proposals (RFP). This solicitation is a full and open competition. The NAICS code applicable to this procurement is 541512 (Computer System Design Services). This solicitation document incorporated provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-52. The FAR requires that prospective contractor's complete electronic annual representations and certifications in conjunction with their required registration in the Central Contractor Registration (CCR) Database. These annual representations and certifications are submitted via the Online Representations and Certifications Application (ORCA), a part of the Business Process Network (BPN) at http://orca.bpn.gov. Requirement: The contractor shall provide maintenance support and initial implementation of the Air Transport Association (ATA) Maintenance Steering Group-3 (MSG-3) scheduled maintenance programs. The contractor shall continuously analyze data requirements, providing application maintenance support of existing applications, updating all supporting documentation, conducting application testing to ensure optimal performance. Background: In order to improve efficiency and cost effectiveness for the Warner Robins-Air Logistics Center Rotary wing maintenance programs, an improved maintenance strategy must be adopted. As the life of these aging aircraft is extended beyond the defined service life, reliability and availability are reduced. This results in additional problems with structure, dynamic components, and other areas, placing additional burden on maintenance programs. Maintenance requirements must still be met, with increasing mission requirements. Incorporating Maintenance Steering Group 3 (MSG-3) methodology into the current maintenance program for the TH-1H aircraft will result in a reduction in maintenance cost and an increase in program efficiency. Scope: The contractor shall provide maintenance support and initial implementation of the Air Transport Association (ATA) Maintenance Steering Group-3 (MSG-3) scheduled maintenance programs. The contractor shall continuously analyze data requirements, providing application maintenance support of existing applications, updating all supporting documentation, conducting application testing to ensure optimal performance. Period of Performance: Base Year: 15 September 2011 through 14 September 2012 Contract Type: Performance Based Firm Fixed Price Evaluation: This procurement is being conducted under FAR Part 15.101-1. The acquisition evaluation will be conducted utilizing a Best Value - Tradeoff Source Selection Process, which seeks to select an offer with the overall best value to meet the Government's need. Best value is defined as the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement, in accordance with FAR 2.101. FAR 52.212-2, Evaluation - Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Proposal Submission: All interested offerors must submit their proposal via GSA's IT Solution Shop (ITSS) web-based order processing system. Proposals will only be received and awarded via ITSS. The link is listed below and the ITSS Help Desk number is 1-877-243-2889. ITSS webpage is https://web.itss.gsa.gov/Login. Vendors shall use IT solution Shop (ITSS) to receive the RFP and submit its proposal. To receive the RFP, and submit a proposal for consideration for award, all interested vendors must; send GSA an email identifying (1) vendor's name, and (2) the name of an individual vendor employee who will act as the Vendor's GSA point of contact (POC) for this requirement that is "registered in IT Solution Shop (ITSS)". VENDORS MUST IDENTIFY THE COMPANY NAME OF THE VENDOR AND THE POC'S NAME EXACTLY AS IT APPEARS IN ITSS. "Registered in ITSS" or "Registration in ITSS" means a vendor is successfully registered in ITSS such that the Government can select Vendor's designated POC in ITSS to receive the RFP, view an order, and be able to submit a proposal. Some vendors have multiple company divisions and employees registered in ITSS making it difficult for GSA selection. Therefore, to ensure that all interested vendors receive the RFP, prompt submission of the above ITSS vendor information (vendor's name and POC) is requested. An email must be sent to laronda.jackson@gsa.gov in order to ensure registration. You may also contact LaRonda Jackson at 404-224-2353. This will ensure that potential offerors receive a copy of the RFP and have the capability to submit a proposal. The proposal closing date in ITSS is 4:00 pm on September 06, 2011 (EST). Extension to the RFP closing date and time will not be granted due to late registration in ITSS. Any proposal received by GSA after the closing date/time is late and shall not be considered for award.
