- CONTRACTING ACTIVITY: AFPEO/BES, ESC/HGK 200 East Moore Drive MAFB-Gunter Annex, AL 36114-3000 PURCHASE REQUEST NUMBER: F4FGNT1208A001PROGRAM/PROJECT NAME: Cargo Movement Operations System (CMOS)ESTIMATED CONTRACT COST: $482,078.00 TYPE PROGRAM: Other ContractingAUTHORITY: 10 USC 2304(c )(1), as implemented by FAR 6.302-1(c) TYPE J&A: Individual, Brand Name Specific Based AFPEO/BES ESC/HGGK, located at Maxwell Air Force Base (AFB)-Gunter Annex, is the contracting office for the requirement described herein. This individual Justification and Approval is to issue a new delivery order on a firm fixed price basis. ESC/HGGK and ESC/HGGJ, located at Maxwell Air Force Base (AFB)-Gunter Annex propose to purchase two hundred and twenty (220) Intermec Model CN3G Handheld Terminals with accessories and a three year (3) Service Contract plan for maintenance and technical support of the requested items. It will be executed on behalf of ESC-HGGJ/Installations and Logistics Systems (IL) in support of the Cargo Movement Operations System listed in paragraph III of this document. ESC/HGGJ requests to purchase hardware for the development and testing of CMOS for the Air Force, Air National Guard, Army, National Security Agency (NSA), Navy and the Unites States Marine Corp (USMC). The descriptions of the items to be purchased are as follows: The descriptions of the items to be purchased are as follows: 220 Intermec CN3G Handheld Terminal (HHT-A), and 222 Intermec P42G Label Printer. This requirement is for field user support. The estimated value of this requirement is $482,078.00. FY11 3080 funds are being used to support these requirements. CN3G Handheld Terminals will be required to upgrade the HHTs to which the CMOS software code is written. CMOS software is specifically written to be compatible with this particular HHT and the latest release requires the necessary upgrade. As it stands today, CMOS is hand-written in PRO*C and C++ languages code and the interface (use) of specific HHTs is written in the code. Other brand HHTs are incompatible with the underlying CMOS source code and modification of the current CMOS code would be required to support a different brand HHT. In addition, CMOS uses Intermec hardware products which contains trade secrets and are totally unique solutions in the Information Technology marketplace. Intermec is the manufacturer and holder of all proprietary hardware for their products. This hardware is the latest version of Intermec Handheld Terminal and will replace all existing models in the field that are supported by the manufacturer. The CMOS PMO is required to support hardw! are equipment purchases that are used by the Field Users for technical support and technical refresh. The current users are familiar with the Intermec CN3G Handheld Terminals and new users are being trained in the field to use the Intermec CN3G Handheld Terminals. Failure to purchase the requested Intermec brand name products will result in CMOS Mission Failure with the Air Force, Air National Guard, Army, NSA, Navy and the USMC. The Intermec CK61 was first sold to the CMOS PMO back in 2008 as a replacement to the Intermec 751g product. It was sold off of the AIT-III contract. The CMOS PMO continued to use the AIT-III contract to source their CK61s until the contract expired in July 2009. At which time, Intermec moved the CK61 to their GSA schedule (70IT Schedule # GS-35F-0511T). CMOS used this purchase vehicle to source their computers up to and including their most recent purchase in January 2011. The CK61 is being retired by Intermec. Not related to this product ! announcement, Intermec has had an on-going project to reconfigure its GSA schedule to better meet customers' future needs. During this process, the CK61 was removed from the GSA schedule because it will not be available for sale much longer. The CN3G now available for sale directly through Intermec; all efforts will be made to keep customer costs stable. Intermec intends to sell the CN3G through 2011 until this new part is made available to their resellers. A request for quote will be issued via Hanscom's Electronic Request for Proposal Bulletin Board (HERBB) with the justification for the requested "Brand Name Specific" items allowing all vendors a fair opportunity to view the information and a response for the requested products and services is not needed. The Government has included the statement that it intends to award this requirement to Intermec Technologies Corporation, as a sole source acquisition in accordance with FAR 6.302(1)(c), as the hardware is proprietary to Intermec Technologies Corporation. All interested vendors will not be given the opportunity to submit a quote. The evaluation of this effort will be conducted using experienced technical representative and contracting personnel.
