Description
Delivery Locations for Smart Power Strips This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The AMC Specialized Contracting Branch intends to solicit and award a firm-fixed price contract, under Federal Acquisition Regulation (FAR) Parts 12 and 13. This is a 100% small business set-aside. The North American Industry Classification System (NAICS) for this acquisition is 335999, small business size standard of 500 employees. The solicitation number for this announcement is Request for Quote (RFQ) FA4452-11-Q-A046, for 22,500 smart power strips. The smart power strips must meet or exceed the following technical specifications: 1. Must contain at least 7 outlets: at least 1 of the outlets must be a control outlet; at least 2 of the outlets must be constant hot outlets; at least 4 of the outlets must be switched outlets. 2. Power strip must have at least a 12 ft power cord with a standard U.S. three prong 110 volt end. 3. Item must meet Executive Order 13221 (not using more than 1 watt during the standby mode). 4. Item must have surge protection with EMI/RFI filter (Electromagnetic Interference/Radio Frequency Interference) rated at least 900-joule surge protection and 40,000 AMP protection and RFI filter to 30 db. 5. Must be rated to handle a 15 AMP load. 6. Must be 110 volt AC 60 Hertz power capable. 7. Must have adjustable sensitivity control on side to adjust the control outlets sensitivity. 8. Must be UL listed with ETL certification of UL 1449 3rd edition, UL 1363 3rd edition, UL required 15 Ampere and UL Voltage Protection Rating (VPR): 800V L-N, 900V L-G, 900V N-G. 9. Item must have at a minimum a 2-year limited lifetime replacement warranty against product defect (but not deliberate or accidental damage). Required shipping is FOB Destination to the following Government installations: Joint Base Charleston SC, Dover AFB DE, Fairchild AFB WA, Grand Forks AFB ND, Little Rock AFB AR, MacDill AFB FL, McConnell AFB KS, Joint Base McGuire-Dix-Lakehurst NJ, Scott AFB IL and Travis AFB CA. Total cost shall include all shipping and handling. The delivery schedule for this equipment is attached. The Government reserves the right to cancel this solicitation, with no obligation to the offeror by the Government. The solicitation document and incorporated provisions and clauses are those in effect in the Federal Acquisition Circular 2005-53. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
