- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911QX-11-T-0150. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 dated 05 July 2011. This acquisition is set-aside for Small Business. The associated NAICS code is 541380. The small business size standard is $12.0M. The following is a list of contract line item numbers and items, quantities and units of measure: CLIN 0001: Provide all labor, material and facilities for fatigue and tensile testing of government provided magnesium test specimens at the contractor facility. The government will provide 42 test specimens for each of the following ten tests (420 total) as follows: Test Number 1, Tension, 1.5:1 Blend, R 0.100- ASTM B 557M-07. Test Number 2, Tension, 2.5:1 Blend, R 0.100- ASTM B 557M-07. Test Number 3, Tension, 1.5:1 Blend, R 0.120- ASTM B 557M-07. Test Number 4, Tension, 2.5:1 Blend, R 0.120- ASTM B 557M-07. Test Number 5, Tension (undamaged)- ASTM B 557M-07. Test Number 6, Fatigue Test Specimen, 1.5:1 Blend, R 0.100- ASTM E466. Test Number 7, Fatigue Test Specimen, 2.5:1 Blend, R 0.100- ASTM E466.Test Number 8, Fatigue Test Specimen, 1.5:1 Blend, R 0.120- ASTM E466. Test Number 9, Fatigue Test Specimen, 2.5:1 Blend, R 0.120- ASTM E466. Test Number 10, Fatigue Test Specimen (undamaged) ASTM E466. CLIN 0002: CONTRACTOR MANPOWER REPORTING - Cost for Providing Accounting for Contract Services - RDECOM CC 001-10, Accounting for Contract Services Requirement, is included herein; the contractor is required to provide data on contractor manpower (including subcontractor manpower) for performance of this contract, in accordance with clause 52.001-1000. Instructions, including the Contractor and Subcontractor User Guides, are available at the CMRA (Contractor Manpower Reporting Application) website at: https://cmra.army.mil. Description of requirements: Statement of Work (SOW) for Mechanical Tension and Fatigue Testing, Exhibit A, Data Reporting Tensile Specimen Example Sheet, Data Reporting Fatigue Specimen Example Sheet, Quality Assurance Surveillance Plan (QASP), DD Form 1423 are under the following link: https://acquisition.army.mil/asfi/solicitation_view.cfm?psolicitationnbr=W911QX11T0150 Delivery: Testing shall begin within thirty (30) days of contract award. The government will ship the specimens to the contractor in batches of approximately 35 fatigue specimens. The government will ship one (1) to two (2) batches per month until all specimens are received by the contractor. The contractor shall perform testing continuously. Testing of each batch of samples shall be completed within two (2) months of receipt. All deliverables shall be shipped to Aberdeen Proving Ground, MD. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical: Offeror shall submit a capability statement and a demonstration of their technical approach to accomplish the statement of work. Offers shall also furnish a copy of their Nadcap and American Association for Laboratory Accreditation (A2LA) certifications with their offer. 2. Past Performance: Offeror shall submit relevant experience in performing similar scopes of work within the last five (5) years: Offeror shall submit at least three (3) references of relevant experience...... References should include contract numbers, contract values, brief description of work, name of Government (Federal) Agency point of contacts with addresses, and current telephone and fax numbers. 3. Price. The offerror's proposed price must be consistent with the cost/proposal. Price will be assessed for completeness and reasonableness. Technical and past performances, when combined, are approximately equal to cost or price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors shall complete the annual representations and certificates electronically at http://orca.bpn.gov or include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer.
