SOURCES SOUGHT NOTICE ONLY: RADIOPHARMACEUTICALS THE PURPOSE OF THIS NOTICE IS SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. The Veterans Affairs ("VA") Des Moines Division requests your response to this Sources Sought Notice for VISN 23, Des Moines VA Central Iowa Health Care System to provide and deliver radiopharmaceutical agents, hereinafter referred to as "radiopharmaceuticals". This Sources Sought notice is to determine qualified sources capable of providing the radiopharmaceuticals to the Des Moines VA facility. The North American Industry Classification System Code is 424210 - Drugs and Druggists' Sundries Merchant Wholesalers. The small business size standard is 100 employees. Purpose of the contract: The purpose of the contract is to provide the Des Moines VA timely delivery of radiopharmaceuticals. Scope or mission of the contract: The mission and scope of this contract is to provide the safe and timely transportation and delivery of radiopharmaceuticals in accordance with the attached Description/Specifications/Work Statement. Place and period of performance: Radiopharmaceuticals are to be provided to the Des Moines VA 24 hours a day 365 days per year. The majority of these will be provided on Monday through Friday between 7:30 am and 4:00 pm. However there will be emergency circumstances where the product will be needed after hours and on weekends and holidays. The contract is anticipated to have a one (1) year base period. Background: The Des Moines VA Nuclear Medicine Department has a requirement for radiopharmaceutical products as listed in the Work Statement. For routine orders, delivery shall be made within 24 hours after receipt of telephone order from a designated individual in the Radiology Service. Routine orders shall be considered those requested during normal work hours which are Monday through Friday 7:30 am to 4:00 pm, excluding Government holidays. Emergency orders are those requested any time other than during the normal work hours as noted in this paragraph. Contractor shall be available to provide 24 hour on call service and delivery for emergency procedures. Any information provided in response to this Sources Sought Notice will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected. Responses to this Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Vendor participation in this response or any informational session is not a promise of future business with the VA. Attachment 1 is the DRAFT Description/Specifications/Work Statement. Interested parties should provide the following information in their response. 1.Company Name, Company Address, Company Point of Contact (POC) POC phone number/email address, Company DUNS number and capability statement for the services as stated above. 2.Responses to this announcement should indicate (a) whether the respondent is a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business or historically black college or university; (b) If a small business, does your firm qualify as a small, emerging business, or small disadvantaged business? (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 9(a) of the Small Business Act. 3.Responses should include a copy of the entity's Central Contractor Registration. The Central Contractor Registration is located at https://www.bpn.gov/ccr. 4. If an entity proposes that they are a veteran-owned small business or service-disabled veteran-owned small business, include verification of whether they are registered and certified in VetBiz, The Center for Veterans Enterprise Web Portal located at http://www.vetbiz.gov. The VA requests that you limit your response to no more than 4 pages. Pursuant to FAR 52.215-3, your attention is required to the following provision: REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or toi otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Sources Sought Notice, your response will be treated as information only. It shall not be used as a proposal. (c) This Notice is issued for the purpose of gathering information regarding providing and delivering radiopharmaceutical supplies to the VACIHCS Responses must be received no later than 3:00 CST, August 26, 2011.
