Description
This is a Special Notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) located in Seattle, WA on a sole source basis with Wildlife Computers, Inc. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $100,000.00. The proposed vendor will evaluate the suitability (i.e. size, power consumption and electronic interface) of incorporating the components of commercially-available miniature fluorometers into an archival tag. These fluorometers typically contain transmitting and receiving assemblage in which the transmitter (i.e. a light emitting diode) emits a high energy shortwave of light, which in turn is absorbed by phytoplankton in the water column. Voltage readings of fluoresced light detected by a receiver with an interference filter are then archived by the instrument. The archival tag must be sufficient size for smaller pinnipeds (e.g. adult female northern fur seals) and it must also have the ability to collect and archive additional data (i.e. conductivity, depth, and temperature at high resolution) at user defined intervals. Ultimately, the prototype will need to be configured with a satellite link such that data from all sensors can be collected, summarized and compressed for transmission through the Argos satellite system. The National Marine Mammal Laboratory (NMML) currently uses the Mk10 archival instrument devised by Wildlife Computers, Inc. The Mk10 will serve as the basic architecture for the electronic integration of a fluorometer. Additionally, Wildlife Computers has developed software to support the sampling and logging of environmental variables with their instruments. Wildlife Computers' Mk10 has served the needs of NMML on previous projects and consistent data collection methodologies are necessary for accurately maintaining data. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately August 30, 2011 through September 30, 2012 with no option periods. The NAICS code for this procurement is 334220 with a corresponding size standard of 750 employees. This Special Notice is not a request for competitive proposals; however, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than August 29, 2011 at 14:00pm PDT Seattle, WA. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Wildlife Computers, Inc can provide these services. ****All contractors doing business with DOC NMFS AFSC shall be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
