- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-50. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at http://farsite.hill.af.mil/. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation W912LC-11-T-0025 is issued as a request for quotation. The Colorado Army National Guard will be awarding a Firm-Fixed Price Contract for firefighting bunker gear as specified below. This solicitation is 100% set aside for small business. NAICS Code 423850, Number of Employees 100 Solicitation Closes: Wednesday, 31 Aug 2011 at 6:00am MDT All quotes must be received electronically by email to michael.furtney@us.army.mil by the closing date and time. All questions must be emailed to the email address listed above. Award Information: All responsible quotes received by the closing date and time will be considered for award. To be eligible for award for this solicitation, the offeror must be registered in the CCR. (www.ccr.gov). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be more advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers. Technical capability, Price, Past Performance, and item characteristics and company initiatives supporting environmental protection programs All evaluation factors other than price, when combined, are approximately equal to price. Open Market pricing is Required CLIN 0001 Proximity Coat, Quantity: 7, EA Must meet NFPA 1971-2007 edition standards in accordance with Army Regulation 420-1 chapter 25-Fire and Emergency Services. Vendor must be local or have local representative that is able to travel to the unit to properly size the Personal Protective Equipment (PPE). Contractor must be able to provide the PPE within 90 days of sizing. Sizing must be performed 8-11 Sep 2011 and be coordinated with the unit after contract award and must be included in the contract line item price. Contractor must provide a local point of contact to handle incorrect sizing, repair, warranty or turn in issues. Outer shell must be aluminized PBI/Kevlar blend. Must have DRD System. Left chest radio pocket with antenna notch flap and microphone strap on chest. Bellowed or semi-bellowed pockets on coat. Must have reinforced cuffs and wristlets. Zippered closure with hook and loop storm flap. United States Flag on right shoulder with stars in upper right corner. The following items meet the specifications. Lion Apparel Janesville Aero Super Delux Aluminized Gear; Globe GX-7 Aluminized Proximity Gear; Fire-Dex Assault Proximity Gear, Morning Pride Proximity Gear CLIN 0002 Proximity Coat, Quantity: 7, EA Must meet NFPA 1971-2007 edition standards in accordance with Army Regulation 420-1 chapter 25-Fire and Emergency Services. Vendor must be local or have local representative that is able to travel to the unit to properly size the Personal Protective Equipment (PPE). CLIN 0003 Proximity Gloves, Quantity: 7, Pair Must meet NFPA 1971-2007 edition standards in accordance with Army Regulation 420-1 chapter 25-Fire and Emergency Services. Vendor must be local or have local representative that is able to travel to the unit to properly size the Personal Protective Equipment (PPE). Contractor must be able to provide the PPE within 90 days of sizing. Sizing must be performed 8-11 Sep 2011 and be coordinated with the unit after contract award and must be included in the contract line item price. Gloves must be the same type of material as the turnout gear and aluminized. May be gauntlet style if wristlets on coat properly protect. The following items meet the specifications. Shelby Style No. 5200 or 5200G Proximity Gloves; American Firewear Proximity Gloves; or Fyrepel Proximity Gloves Model#343-28 CLIN 0004 Gear Rack, Quantity: 2, EA Gear Racks must have air flow and must be portable on rollers. Each gear storage rack must have a secure door and be able to be locked. Each rack system must be able to hold at least six individual sets of gear. CLIN 0005 Hose Rack, Quantity: 2, EA Hose rack must be two or three tiered and be able to hold a minimum of the following hose sizes per shelf. 1.5" hose at 13 hoses per shelf; 1.75" hose at 12 hoses per shelf; 2.5" hose at 10 hoses per shelf; 3" hose at 8 hoses per shelf; and 4" hose at 7 hoses per shelf. CLIN 0006 Nylon Rescue Strap, Quantity: 200, EA Nylon webbing will be 1" width. May be tubular stitched or flat webbing. Color is not important. CLIN 0007 Rescue Rope Kit-Rigging, Quantity: 1, EA All rope rescue items must meet NFPA 1983-2006 edition standard on life safety rope and equipment for emergency services. The rope kit must contain at a minimum; one cache carrying bag; one edge pad-XL; one edge protector; one anchor plate; two anchor straps; two anchor strap sleeves; one rescue rack; two 1" x 20' flat webbing; two load release straps; eleven screw locking carabiners; fice short prusik loop; one oval carabiner; and five prusik-minding pulleys. CLIN 0008 Rescue Harness-Regular, Quantity: 4, EA Harnesses must meet NFPA standard and be class II type harnesses. Must meet rescue requirements for firefighters. They must have D-ring attachment on the front and back. Must have gear loops on each side. Padded Leg and waist loops and must be extra wide. Recreational harnesses are not acceptable. CLIN 0009 Door Wedge-Safety: Quantity: 40, EA Door Wedge. Metal, plastic, or composite and useable on both hinges and under door. CLIN 0010 Proximity Boot, Quantity: 7, Pair Must meet NFPA 1971-2007 edition standards in accordance with Army Regulation 420-1 chapter 25-Fire and Emergency Services. Vendor must be local or have local representative that is able to travel to the unit to properly size the Personal Protective Equipment (PPE). Contractor must be able to provide the PPE within 90 days of sizing.
