Description

The U.S. Census Bureau, General Contracts Branch, Acquisitions Division, intends to award a contract on a sole source basis to the National Academy of Sciences (NAS), 500 Fifth Street, N.W., Washington, D.C. 20001 under the authority of FAR 6.302-5(c)(1)(iii)(B). The Census Bureau intends to acquire services from the Committee on National Statistics (CNSTAT) at the National Academy of Sciences to convene an expert panel to address priority technical issues for the American Community Survey (ACS) with regard to design, content, implementation, development of estimates, and the content and format of data products as the survey enters its next decade. The intent of the panel's work is to assist the Census Bureau to steer the ACS in ways that are most cost-effective for important uses of the estimates, considering data utility, overall costs, operational feasibility, and burden of response on the American public. The National Academy of Sciences has been identified as the only source that can provide the measure of expertise, independence, objectivity, and audience acceptance necessary to meet the program requirements on a continuous basis. The Notice of Intent is not a request for competitive proposals. Thus, this is not a formal solicitation. Therefore, this is not considered a Request for Proposal (RFP).
