- The U.S. Census Bureau, General Contracts Branch, Acquisitions Division, intends to award a contract on a sole source basis to the National Academy of Sciences (NAS), 500 Fifth Street, N.W., Washington, D.C. 20001 under the authority of FAR 6.302-5(c)(1)(iii)(B). The Census Bureau intends to acquire services from the Committee on National Statistics (CNSTAT) at the National Academy of Sciences to organize a workshop on the benefits to a broad array of non-federal users of the American Community Survey (ACS) data products. The workshop is part of a larger review the Census Bureau is conducting to assess the overall mission, vision, goals, and objectives of the ACS, along with its data products and methods for conducting and managing the survey. This larger review includes a separately funded technical panel of CNSTAT. The discussions at the workshop will be designed to inform the selection by the Census Bureau and the technical panel of priority issues for study by the panel with regard to design, content, implementation, development of estimates, and the content and format of data products so that the ACS can be as valuable as possible to data users as the survey enters its next decade. The National Academy of Sciences has been identified as the only source that can provide the measure of expertise, independence, objectivity, and audience acceptance necessary to meet the program requirements on a continuous basis. The Notice of Intent is not a request for competitive proposals. Thus, this is not a formal solicitation. Therefore, this is not considered a Request for Proposal (RFP).
