Description
The U.S. Forest Service, Okanogan-Wenatchee National Forest servicing Region 6 has a requirement to restore land at the Lost Lake Campground. Work includes but is not limited to reconstruction of roadway and parking areas for a dispersed site camping area. Work includes minor roadway excavation, borrow haul and placement, scarifying pathways to be abondoned, haul and placement of rock boulders and onsite logs for traffic control barriers and planting areas. Installation of mulch material plus planting of shurbs and trees in planting areas is also included. Contractor shall furnish all supplies, materials, tools, equipment, labor, supervision and transportation to complete the project on time and within schedule in compliance with specifications. Each week, unless otherwise approved, the Contractor shall report his location and progress of work in writing to the Contracting Officer's Representative (COR) to permit timely inspection and acceptance of completed work by the Government. Award will be made in sufficient time for planning and preparation with on-site work to start on or about October 1, 2011. The construction period of performance is 30 days after receipt of Notice to Proceed. It is anticipated planting of shrubs and trees might be required for Fiscal Year 2012. A firm-fixed price contract is contemplated requiring submission of both a technical and a price quote. Award will be made to the offeror whose proposal offers the best value to the Government. The estimated construction range of magnitude for this project is between $25,000 and $100,000. This acquisition is determined to be under the Small Business Competitiveness Demonstration Program and posted for 100% small business set aside. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and wage rates will be posted to the https://www.fbo.gov/ website on or about September 2, 2011. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the Request for Proposal package and any applicable amendments, offerors must download them from the https://www.fbo.gov/ website.
