- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATIONDOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. SPAWARSYSCEN Atlantic intends to award a sole source contract pursuant to the authority of FAR 6.302-1 to BAE Technology Solutions & Services Inc (BAE Systems), 1601 Research Boulevard, Rockville, MD 20850-3126, for the following: -Center Vented Hatch Assemblies and associated Hatch Cases This procurement is based on the determination that the Governments need can best be satisfied by supplies and services available from only one source. This acquisition will be integrated with the Joint Threat Warning/Air System (JTWS/Air) to meet specific critical design, functional and operational requirements necessary for Air Force Special Operations Force (AFSOC) mission support. The proposed sole source contractor, BAE Systems, is the only manufacturer of the Center Vented Hatch Assemblies and holds proprietary drawings and specifications to manufacture these specialized products. These hatches are a component of the JTWS Air System and must be compatible with the existing JTWS Air Systems currently installed on the C-130s. Only one responsible source and no other supplies or services will satisfy agency requirements as implemented by FAR 6.302-1. This is a follow on procurement in support of the OCO/OEF, as the end user procured the same hatches from BAE in 2010. A Commercial, Firm-Fixed-Price type contract issued under the Test Procedures of FAR 13.5 is anticipated. The applicable North American Industry Classification (NAICS) Code is 334290 and the Small Business Size Standard is 750 employees. This notice is not a request for competitive proposals. Responsible sources may identify their interest and capability to provide this service by responding no later than 29 August 2011, 1300 EST. POC is Lacey Carr, lacey.carr@navy.mil. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, but determination is solely within the discretion of the Government.
