Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference N61340-11-T-0037 Request for Quotation (RFQ) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-53. No set-aside is applicable to this procurement as the government expects a single source response to the synopsis. The NAICS code for this procurement is 511210. Requirement: Produce twenty-five (25) new 3D character-motion assets and eight (8) new character expressive face appearances required by the Escalation of Force Training System (EOFTS) scenarios in accordance with the Statement of Work. Single Source Identified: Boston Dynamics, Inc. -Twenty-Five (25) character motions specified by the Government with all supporting action table and configuration files. -Six (6) adult male and two (2) teenage male expressive face appearances as specified by the Government will all supporting geometry and configuration files. The formats of the motion and expressive face assets are proprietary to the DI-Guy software application that is only available through the owner and creator of the software technology, Boston Dynamics, Inc. Future acquisitions of this item could possibly consider other vendors. See attached sole source justification. All responsible sources may submit a capabilities statement, which shall be considered by the agency. The Government solely for the purpose of determining whether to initiate a competitive procurement will consider all capabilities statements received. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. Quantity: (25) character motions and (8) expressive face appearances Delivery: Not to exceed 30 days after award and no later than 14 days after receipt of Government furnished information.
