- THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Program Executive Officer, Unmanned Aviation and Strike Weapons (PEO (U&W)) PMA-266, Navy and Marine Corps Multi-Mission Tactical Unmanned Air Systems Program Office intends to release a Broad Agency Announcement (BAA) as an unclassified solicitation to seek proposals for research support in developing innovative solutions for the Maritime and Littoral Intelligence, Surveillance and Reconnaissance (ISR) mission requirements. The Medium Range Maritime Unmanned Aerial System (MRMUAS) will be a Multi-Intelligence (MultiINT), reconfigurable platform capable of operating from air-capable ships. Concepts developed under this BAA may be considered in the development of future unmanned ISR system capabilities and improvements. The Navy's desire is to develop ship-based ISR mission capabilities enhancements for implementation in the 2019 timeframe - concurrent with other planned ISR improvements. NAVAIR will host an Industry Day for the MRMUAS Research Support Effort on 07 September 2011. The Industry Day will be conducted at the Southern Maryland Higher Education Center, 44219 Airport Road, California, MD 20619. Check-In for attendees will occur between 0830 and 0900. Industry Day will begin at 0900 and briefings will continue through 1200. Lunch will occur from 1200 to 1300 and will not be provided as part of Industry Day. One-on-one meetings for potential contractors will be scheduled from 1300 to 1700. This Industry Day will provide an opportunity for Navy leadership to brief industry on this Pre-Milestone A program, to discuss highlights of the BAA Objectives and Tasks, and to review proposal preparation procedures and the source selection process. A question and answer session will be conducted after the briefings. One-on-one meetings for potential contractors will be individually scheduled during the one-on-one timeframe. Only those registered participants who attend Industry Day will be eligible to also participate in one-on-one meetings. The Government reserves the right to extend the one-on-one timeframe to allow for additional meetings. Pre-registration for the MRMUAS Industry Day is required. Attendance at Industry Day is limited to a maximum of 5 individuals per organization. To register for Industry Day, and to separately request a one-on-one meeting email Ms. Diana Harritt at diana.harritt@navy.mil. Responses shall include: 1. Organization name, address, and CAGE Code; 2. Primary Organization Point of Contact (POC) name, email and phone number; 3. List of Organization Attendee's to include full name, email, and phone number; 4. Indicate organizational request for one-on-one meeting participation. Registrations by telephone will not be accepted. Security clearances are not required and all discussions will be unclassified. The deadline for submitting registration requests is 31 August 2011. All registered participants may submit proposed questions in advance of Industry Day. Any proposed questions are to be submitted to Ms. Diana Harritt at diana.harritt@navy.mil no later than 31 August 2011. The Government will either address the questions at Industry Day itself or provide answers after the event. Government Contractor Support Service (CSS) personnel may be in attendance at Industry Day to provide administrative support. CSS companies include: Ausley Associates Inc, Wyle Aerospace Group, and Camber Corporation. The Government will NOT assume liability for costs incurred by an Industry Day participant for travel expenses, presentations, marketing efforts or data offered for examination. THIS IS NOT A REQUEST FOR PROPOSAL. This announcement is not to be construed as a commitment by the Government, nor will the Government pay for any information solicited or provided. This is not a commitment by the Government to issue an RFP, pay for any proposal or proposal preparation costs, or award a contract. This is an UNCLASSIFIED meeting. All information discussed must be unclassified. All information provided by or discussed by attendees must not be Contractor Proprietary or Business Sensitive Information. Any information or ideas shared during this industry day will be used to develop MRMUAS technical and/or acquisition documents. While Industry Day will be conducted at the UNCLASSIFIED level, organizations must have a SECRET facility clearance and safeguarding capability (Form DD-254 required) in order to receive classified information in the future.
