- The Centers for Disease Control and Prevention (CDC) Global Tobacco Control Branch/Office of Smoking and Health (OSH) intends on procuring training support services from the John Hopkins Bloomberg School of Public Health under a sole source purchase order In order to develop a training curriculum, OSH plans to adapt existing material and utilize the component of the CDC's Field Epidemiology Training Program(FETP) into training material that focus on tobacco control epidemiology from the World Health Organization (WHO) MPOWER framework. The contractor shall adapt existing materials and curriculums in global tobacco control to develop a 5 day course in tobacco control epidemiology utilizing the WHO MPOWER framework. The contractor shall possess expertise in global tobacco control and epidemiology; develop a 5 day course in global tobacco control epidemiology consistent with the objectives established by CDC and existing FETP; develop course exercise to reinforce learning objectives within lecture material; participate in reviews of final draft after review by technical experts; collaborate with CDC to ensure that the final course is consistent with the FETP objectives;and, the contractor shall possess knowledge of Epi Info. The North American Industry Classification (NAICS) Code is 611430 and the Business Size Standard is 7M. The contractor shall provide all labor, materials, supplies and other services necessary to complete the requirement. Place of Performance shall be at the contractor's facility. The Period of Performance shall continue for eighteen (18) months after award. CDC anticipates award by September 13, 2011. The requirement is not set aside for small businesses. It is being procured under the simplified acquisition procedures, found in Federal Acquisition Regulations (FAR) Part 13. The sole source authority is FAR Section 6.302-1(a) (2) - the service is available from only one source capable of providing and satisfying the agency requirement. The OSH determined that John Hopkins Bloomberg School of Public Health Institute for Global Tobacco Control is a partner in the Bloomberg Global Tobacco Control Initiative. There are is no other training curriculum with similar materials that could provide the requirement. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 2:00 PM Eastern Standard Time, August 31, 2011. Determination not to compete the proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for responses.
