- Solicitation Clauses and Provisions, Evaluation Criteria, Criteria for Award, Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and FAR 13.5 as applicable, supplemented with additional information included in this notice. The Customs and Border Protection (CBP), Rio Grande Valley Sector, U.S. Border Patrol, is requesting a firm-fixed price quotation for: Full Boarding of Horses. This solicitation is being issued as a Request for Quote (RFQ). Quotes are being requested and a written solicitation will not be issued. The request for quote number is PR20062902. This requirement is solicited as a 100% SET-ASIDE FOR SMALL BUSINESS, and only qualified offerors may submit bids. The North American Industrial Classification Systems (NAIC) associated with this requirement is 115210. The Small Business Size Standard is $7.0 million. One Indefinite Delivery Indefinite Quantiy (ID/IQ) contract with a base year and (4) one year option periods is anticipated to be awarded as a result of this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-52. The Government is requesting: CLIN 10 Base Year (1 AU) - Horse Full Boarding Services, w ithin 10 miles of the Rio Grande River, and within 10 miles East or West of Pharr, TX. CLIN 20 Base Year (1 AU) - Horse Full Boarding Services, w ithin 10 miles of the Rio Grande River, and within 10 miles East or West of La Joya, TX. CLIN 30 Option Year 1 (1 AU) - Horse Full Boarding Services, w ithin 10 miles of the Rio Grande River, and within 10 miles East or West of Pharr, TX. CLIN 40 Option Year 2 (1 AU) - Horse Full Boarding Services, w ithin 10 miles of the Rio Grande River, and within 10 miles East or West of Pharr, TX. CLIN 50 Option Year 3 (1 AU) - Horse Full Boarding Services, w ithin 10 miles of the Rio Grande River, and within 10 miles of East or West Pharr, TX. CLIN 60 Option Year 4 (1 AU) - Horse Full Boarding Services, w ithin 10 miles of the Rio Grande River, and within 10 miles of East or West Pharr, TX. CLIN 70 Option Year 1 (1 AU) - Horse Full Boarding Services, w ithin 10 miles of the Rio Grande River, and within 10 miles of East or West La Joya, TX. CLIN 80 Option Year 2 (1 AU) - Horse Full Boarding Services, w ithin 10 miles of the Rio Grande River, and within 10 miles of East or West La Joya, TX. CLIN 90 Option Year 3 (1 AU) - Horse Full Boarding Services, w ithin 10 miles of the Rio Grande River, and within 10 miles of East or West La Joya, TX. CLIN 100 Option Year 4 (1 AU) - Horse Full Boarding Services, w ithin 10 miles of the Rio Grande River, and within 10 miles of East or West La Joya, TX. Reference the attachment for applicable clauses, provisions, Statement of Work, Evaluation Criteria, and Criteria for award. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. ORCA Requirement - Company must be registered on Online Representations and Certifications Application (ORCA) before an award could be made to them. If company is not registered with ORCA, they may do so by going to ORCA web site at https://orca.bpn.gov/ The selected Offeror must comply with the solicitation provisions and clauses attached. The criteria for award will be Best Value. Offers received in response to this solicitation will be evaluated to determine if they meet the evaluation factors of technical capability, past performance and price. For award purposes, when combined Technical Capability and Past Performance shall be considered significantly more important than Price. Award will therefore be made on a best value basis.
