- Department of Homeland Security United States Coast Guard Scope of Work For Fire & Emergency Services Operational Readiness Inspection & Fire Risk Assessment At U.S. Coast Guard Base Support Unit Elizabeth City, North Carolina July 26, 2011 Commanding Officer United States Coast Guard Base Support Unit Elizabeth City Facilities Engineering Division Elizabeth City, N.C. 27909 Submitted: LT Jonathan Wolstenholme 1. SCOPE: (a) It shall be the intent of this scope to provide validation and verification of fire response and fire protection capability, based upon current staffing, and allocated resources at United States Coast Guard Base Elizabeth City. (b) Objectively evaluate required service levels, manning, equipment, fire department facilities, training and fire prevention programs. (c) A detailed report of the current procedures and recommended changes to decrease associated risk shall be furnished by the contractor. 2. GOVERNMENT FACILITIES AND UTILITIES: a) All assessments and drills shall be conducted using Coast Guard equipment. b) Personnel employed by the contractor will not be provided lodging or meals. 3. MATERIALS AND LOCATIONS: a) All material consumed by training shall be provided by the Coast Guard. b) All applicable manuals and procedures shall be provided by the Coast Guard Fire Chief. c) All training aids required shall be provided by the contractor. 4. SCHEDULE OF WORK: a) It is the bidder's responsibility to see that their proposals arrive on time. Late proposals, facsimiles, telegrams, or telephone bids shall not be considered. b) Each bidder shall state a time period which the assessment will be completed. Date must be within 30 days from the day of the contract award. c) Each bidder shall state the completed delivery time of the final report based on the number of calendar days, starting from the date the assessment is completed. Maximum delivery date is 45 days from the date of assessment. d) The contractor shall complete the full assessment within one week time frame. 5. EXISTING CONDITIONS: a) Fire Department Assessments were conducted by the Coast Guard in 1995, 1998 and 2002 and can be provided upon request. b) Fire Chief reported to the Coast Guard Fire Department in July 2011. 6. LIABILITY OF MANUFACTURER: a) Any damage to government property caused by the contractor shall be reported, repaired and/or replaced by the contractor at no cost to the government. b) Any damage to government property caused by a government employee will be repaired or replaced by the government. 7. INSPECTION AND ACCEPTANCE: a) The contractor shall provide a 65% and 95% submittal of the final report to the COTR for comments or concerns that are not being addressed. 8. SAFETY: a) The contractor is responsible for site safety. The contractor shall observe all Federal, State, and Local safety laws, rules and regulations. 9. SUBMITTALS: a) Within proposal contractors shall provide ten (10) assessments recently conducted on DOD or DHS installations to provide past performance history. Past assessments shall also include a Point of Contact reference. b) The contractor shall provide a list of any required documents or procedures prior to arrival. c) The contractor shall provide a 65% and 95% submittal of the final report to ensure all work is in line with Coast Guard needs and proper information/analysis is completed. d) The contractor shall provide two (2) professionally bound reports. Additionally the report and any references or enclosures shall be included in PDF format on a CD-ROM. 10. TECHNICAL REQUIREMENTS: (Base Contract) A. Operational Readiness Inspection Provide all services and materials necessary to perform a Fire and Emergency Services Operational Readiness Inspection (FESORI) of U.S. Coast Guard Base Elizabeth City following Department of the Army Fire & Emergency Services guidelines as directed in AR 420-1 and DoDI 6055.6. The contractor shall: i. Provide all services and materials necessary to accomplish an assessment of Administration, Training, Operations, Fire Prevention, Fire Fighting and Emergency Medical Services, using language and check sheets currently in use by Shore Infrastructure Logistics Command (SILC). The FESORI shall consider, where applicable, as a minimum, the provisions of the following references: a) DoDI 6055.6 b) DoDI 6055.6M c) NAVAIR 00-80R-14, NATOPS Aircraft Firefighting and Rescue Manual d) National Fire Protection Association (NFPA) Codes e) Safety and Environmental Health Manual, COMDT 5100.47 ii. Provide recommendations and/or suggestions based on findings of the FESORI. B. Fire Risk Assessment (FRA) Provide all services and materials necessary to perform a FRA following directives in AR420-1, DoDI 6055.6 and SILC to determine levels of risk at U.S. Coast Guard Base Elizabeth City with regard to Fire and Emergency Response capabilities. Following the Coast Guard's "Safety and Environmental Health Manual, COMDT M5100.47 and other DOD recognized industry standards assess the Elizabeth City Coast Guard Fire Department using "Composite Risk Management (CRM)". i. This assessment shall at a minimum cover the administrative configuration of U.S. Coast Guard Base Elizabeth City Fire & Emergency Services with an analysis of: a. Staffing levels/companies b. Aggregate Response Times (ART) c. Aircraft Rescue Fire fighting d. Fire prevention e. Hazardous Materials response f. Emergency Medical Response ii. The study and analysis shall consider, as a minimum, the provisions of the following references: a. DoDI 6055.6 b. DoDI 6055.6M c. NAVAIR 00-80R-14, NATOPS Aircraft Firefighting and Rescue Manual d. National Fire Protection Association (NFPA) Codes e. Safety and Environmental Health Manual, COMDT 5100.47 iii. Provide recommendations and/or suggestions based on levels of risk as identified using the Composite Risk Management process. C. Report Requirements The contractor shall provide a written report of assessment findings in Microsoft Office (word/excel/power point/jpeg pictures) format. The contractor shall provide a draft report for review and comment to the designated U.S. Coast Guard representative within 90 calendar days of completion of the site visit. The contractor shall provide a final report within 60 calendar days after completion o the draft review. The report will consist of the following information: i. Introduction Section provides Pre-brief and Post-brief visit meeting information such as dates, times, names of persons attending and any other pertinent meetings with non-fire departmental personnel. ii. Executive Summary Section provides a short summary of the on site visit. iii. Installation Overview Section provides basic location, demographics and mission of the station support by the fire department. iv. Fire Department Profile Section provides an overview of the fire department area of responsibility, organization, staffing, equipment and facilities. This section also includes a fire department organization and scope of services chart. v. Personnel Section provides an overall synopsis of current fire department staffing, types of staffing, overview of departmental personnel work hours and staffing charts which include number of positions, grades, current billet authorization, and current billets onboard. vi. Management and Administration Section provides an overview of supervisory and management duties, work week hours, shift assignments, and total personnel assignmed. Provides overtime data (USCG provided data), how the department manages overtime and overtimes contributors. This section also includes recruitment issues and concerns, an overview of available information management capabilities, and availability of departmental Standard Operating Procedures. vii. Planning and Assessment Section provides an overview of the departments' Disaster Plans, Strategic Plan, Standards of Response Coverage, and Self-Assessment initiatives. viii. Fire Operations Section provides an overview o the departments' emergency response capabilities and requirements. The information will be provided by separate sub-categories such as Structural response, Aircraft Rescue Firefighting, Emergency Medical Services, HazMat/CBRNE/WMD response, and Technical Rescue. This section shall include an assessment of all mutual aid agreements and indicate any future initiatives. This section includes response data (USCG provided NFIRS reports) detailing types and number of incidents. ix. Training and Certification Section provides an overview of the training program and includes departmental information of training schedules, training resources, live fire training and certification levels of the members. This section should also address qualifications requiring formal training for all fire department personnel personal development. x. Safety and Health Section provides information regarding the department's internal health and safety programs and how it compares to National Fire Protection Association (NFPA) standards and OSHA requirements. These programs include the department's emergency response personnel accountability program; firefighter personnel protective clothing; self-contained breathing apparatus; emergency response equipment; emergency response procedures; and NFPA 1500 compliance. xi. Fire Prevention Section provides an overview of the fire prevention program and includes information about the installed fire protection systems, their hazard abatement program, fire prevention permitting program, construction and renovation plans review involvement, fire prevention public education programs, installation portable fire extinguishers, inspection and maintenance of installed fire protection systems. xii. Dispatch and Communications Section provides an overview of who/how emergency incidents are received and how notification is made to the fire department. This should also review the adequacy of the current dispatch procedures. xiii. Facilities Section provides a description and information with regard to the fire department facilities. Pictures of the front of the facilities will be included in the report. A chart providing fire station apparatus bay dimensions will be included. This section shall also include a future needs assessment for the fire department. xiv. Vehicle Section provides a description of the fire department emergency response apparatus assigned to the fire department. A vehicle chart listing the location, vehicle call sign, type, make, model, year will be included in the report. 11. TEST AND PERFORMANCE: All tests and certifications shall be conducted in accordance with DOD or NFPA standards. 12. EXECUTION: a) All assessments shall be conducted between the hours of 0800 and 2000 if possible. Drills conducted after 2000 shall be kept to a minimum as to not interfere with firefighter's rest period. b) All base emergencies will take precedence over Fire Department Assessment.
