- NASA/JSC has a requirement for a 12-month` term Software License Renewal for AspenCustom Modeler, Aspen Dynamics, and Aspen Plus. This requirement also includes technicalsupport for the above software packages for two (2) LAN users. NASA/JSC intends to renew the licenses and support directly from the manufacturer, AspenTechnology, Inc. (Aspen Tech) because the software is proprietory to the manufacturer.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 5:00 p.m. local timeon the above noted date. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis. A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
