- This is a pre-solicitation synopsis in support of the Department of Defense (DOD), Military Community and Family Support Services, Military OneSource Program. This effort involves interacting with the active, guard and reserve members and their families, furnishing expert consultation and education, research and referrals to a broad array of resources (such as childcare, eldercare, etc), and face-to-face non-medical counseling services to approximately 4 million members of the Armed Forces and their families at locations worldwide. Access to obtain these services will be through the Internet, telephone, and e-mail 24 hours a day, 7 days a week. The acquisition is being managed by the US Department of Interior (DOI) / National Business Center (NBC) / Acquisition Services Directorate - Herndon (AQD-Herndon) as a Federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act. AQD provides acquisition services to all Federal and DoD Agencies. The Military OneSource Program includes, but is not limited to: call center operations and website interface development/operations providing expert information/referral and educational/ consultation services/materials; non-medical counseling services; the Wounded Warrior Resource Center; Spouse Education and Career Opportunities and the Joint Family Support Assistance Program. The type of contract being contemplated is predominately Firm Fixed Price, with some Time & Material/Labor Hour CLINs. The Government anticipates awarding a base period and four option periods of 12 months each. The North American Industry Classification System (NAICS) code is 624190, Other Individual and Family Services, with a small business size standard of $7.0M. The proposed acquisition will be utilizing procedures as set forth in FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. A draft RFP is anticipated to be made available in approximately 60 days. A final RFP is anticipated to be made available in the 1st quarter of Fiscal Year 2012. The RFP will be available for download at the AQD Website: http://www.aqd.nbc.gov/Business/openmarket.aspx. The RFP and any subsequent amendments will only be available in electronic format. No CDs or hardcopy documents will be distributed. Potential offerors are hereby notified that the RFP and subsequent amendments will ONLY be available for download at the above site. IT IS THE OFFERORS' RESPONSIBILITY TO CHECK THE WEB SITE FREQUENTLY FOR ANY AMENDMENTS TO THIS RFP.
