Description
Amendment 4 - Change to Bid Opening date, and other changes. Project consists of excavation and backfill for construction of approximately 6,000 feet of 24 inch thick grout stone bank protection and approximately 1,800 feet of steel sheet pile with tie back anchors. Sheetpiles lengths to vary between 32 feet to 67 feet. Construction of approx 800 linear feet of reinforced concrete retaining wall between 5 to 10 ft high, culvert extensions include 12' by 10' high double box, 72" to 24" diameter culvert extensions and new constructions, chain link and cable fencing, wrought iron fencing, pipe gates, guardrails, and decomposed granite and asphaltic concrete road surface and base course materials. Earthwork includes approx 300,000 CY of excavation and compacted fill, approx. 80,000 tons of derrick stone, approx 50,000 tons of grouted stone and other bedding stone, dumped stone, riprap. Hydro seeding and landscape planting and irrigation and maintenance. When applicable, Contract Clause No. FAR 52.219-4, entitled, "Price Evaluation Preference for HUBZone Small Business Concerns" will be applied to this procurement. All offerors are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. DOWNLOADING SOLICITATION: The solicitation will be available on or about 25 July 2010. Plans and specifications will not be provided in hard paper copy. The solicitation and all amendments will be posted on www.fbo.gov Viewing/downloading documents from fbo.go will require prior registration in Central Contractor Registration (www.ccr.gov). Please note that ALL firms who want to access the solicitation, both prospective primes and subcontractors, must be CCR-registered, have a MPIN, and either a DUNS number or CAGE code. Sub-contracting plans are required for all construction contracts awarded to a large business when the award amount exceeds $1,000,000.00. If the offeror is a large business, the firm will be required to submit a sub-contracting plan upon request. The plan shall be prepared in accordance with FAR 52.219-9. Failure to submit an acceptable sub-contracting plan may make the bidder ineligible for award of the contact. To be acceptable, the plan must adequately address the six required statutory elements and provide sufficient information to enable the Contracting Officer to answer affirmatively questions A through H of appendix DD, Part 2, AFARS 19.705. The Los Angeles District subcontracting goals are specific percentages of the contractors total planned subcontract amount. The goals are as follows: 50% with small business; 17.0% with small disadvantaged business; 18.0% with woman owned small business; 4.0% with service disabled veteran owned small business; 8.5% with veteran-owned small business and 10.0% with hub zone small business. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507. It is the responsibility of the bidder/offeror to check www.fb.gov frequently for any amendments or changes to the solicitation. Bidders please note: Sufficient real property interests are not currently available to support construction under this contract at Reach 9, Phase IIA, of the Santa Ana River project.
