- This contract will be awarded on a SOLE-SOURCE basis to Teng & Associates, Inc., under the provisions of GSA Contracts GS-00F-0004M and GS-07F-0478T, in the interest of service continuity of a customized software system and protection of proprietary property. The following represents the complete scope of work for this requirement. Scope of Work Integrated Facilities Management System (IFMS) Maintenance and Support Centers for Disease Control and Prevention (CDC) October 2011 A. PROJECT DESCRIPTION The purpose of this contract is to provide maintenance and support for Information Technology System Services to the Centers for Disease Control and Prevention (CDC) Buildings and Facilities Office (BFO) for the Integrated Facilities Management System (IFMS). This includes sustainability of the overall system, its customized modules and custom integration applications and programs as well as revising, testing, documenting, operating and maintaining both the Facilities Management Information (FMI) and the Facilities System Information (FSI) parts of IFMS. PROJECT BACKGROUND Currently BFO manages a real property portfolio of over 300 assets in the United States. This includes CDC owned and leased properties as well as General Services Administration (GSA) leased properties. These assets represent over 6M square feet of space that enables CDC employees to efficiently and effectively carry out the mission of the CDC. CDC's diverse physical asset portfolio consists of a wide variety of asset classes including real property, land, structures. BFO's mission is of such complexity and magnitude, that it required a robust integrated facilities lifecycle management solution that would provide the tools necessary to execute its mission. In 2005, BFO began the development of a lifecycle management solution that would provide an integrated planning, management, tracking, and reporting tool in a single integrated portal. The COTS software package TRIRIGA was selected as the base system to power the Integrated Facilities Management System (IFMS). IFMS includes customized TRIRIGA Modules [Real Property and Lease Management, Facilities and Space Management, Project Management, Operations and Work Order Maintenance Management, Environmental Energy and Sustainability Management, Facility Condition Assessment and Capital Planning], CDC Custom Modules/Tools [HHS Facility Project Approval Agreement (FPAA), Project Evaluation and Review Technique (PERT), Earned Value Analysis (EVA), Federal Real Property Council (FRPC) Reporting, Automated Real Property Inventory System (ARIS) Reporting, BFO Budget Formulation Module, Office of Safety, Health, and Environment (OSHE) Environmental Monitoring System (EMS)] and CDC Custom Integration/Interface Tools [Building Automation System (BAS) Integration, GSA Rent on the Web Interface, CDC MISB Oracle Peoples Interface, CDC MISB Oracle Financial System Interface, and Computer-aided Drafting (CAD) Integration]. PROJECT REQUIREMENTS The contractor shall provide professional services, software and/or hardware materials to meet the requirements outlined in the Scope of the Project. B. SCOPE OF THE PROJECT The contractor shall provide software configuration and installation for the modules included in the IFMS FMI and FSI Systems. In addition, the contractor must include the production of support documentation required to complete the security certification and accreditation of each system. Security requirements also include deploying and operating the systems in accordance with the security controls documented in the system security plan, and providing requisite security training for system users and support personnel. Line Item 1 - IFMS Application Maintenance Sustainment and Support: a. Application Technical Support (Help Desk) & System Admin Support Provide qualified personnel for "day-to-day" support for users with system questions or users experiencing system problems. On -site technical support and telephone support for all users of the IFMS system at the CDC. Create or adjust settings for new and existing user profiles, business objects, workflows, etc. as needed. Provide training to new and existing staff demonstrating policies and procedures using the IFMS system. Maintain IFMS Help System and documentation. Coordinate with OCISO and MISO personnel to provide necessary background information and documentation to maintain IFMS Certification and Accreditation and Annul Recertification tasks. b. Software Maintenance Maintenance of all current and future applications is critical for continuous successful operations. Maintenance includes, but it not limited to the following: • Corrective Maintenance - Correct any identified bugs in the system. • Preventive - Modify system to maintain both effectiveness and reliability. • Adaptive - Provide any modifications required to accommodate physical changes in the software environment. These might include, adapting to a new network topology, or reconfiguration to accommodate a new release of Tririga, GSA Rent System, MISB data importing, etc. • Perfective Maintenance - Add new functions to accommodate change in the business process requirements. • Structural Reengineering - Modify systems to take advantage of new technology and improve software modularity. Line Item 2 - IFMS Infrastructure Maintenance Sustainment and Support: a. System Maintenance & Administration Support The Contractor shall perform all operational tasks required to maintain the proper level of performance and integrity of all systems. This shall include all design and/or redesign of system program, verification and validation; coding; revision; testing; debugging; documentation for all system software to ensure system availability and performance. Maintain upgrades to IFMS platforms and versions. Provide testing and implementation of software patches and upgrades to Tririga, Tridium, and Marathon software packages. Provide licenses required to operate IFMS FSI and FMI including Tririga, Tridium, and Marathon systems. b. Infrastructure Maintenance & Support The Contractor shall perform all periodic operational tasks required to maintain the proper level of performance and integrity of the overall system backbone. This shall include all design and/or redesign of system program, verification and validation; coding; revision; testing; debugging; documentation for all systems to ensure system availability and performance. Provide system maintenance of the IFMS FSI System devices including the Tridium R2 and AX JACEs, to ensure system availability and performance. Provide maintenance and support and for the IFMS FSI Support systems including FSI Disaster Recovery System, and CDC IFMS Environmental Monitoring System (EMS). Provide support maintenance and coordination with CDC IT personnel for the BFO FacLAN. Line Item 3 - IFMS FMI Application Upgrades: Perform an Application Upgrade of the Tririga Application to the latest version available. The upgrade must provide any changes required to ensure the functionality of all IFMS modules and custom applications. C. Key Personnel Requirements Skilled experienced professional and/or technical personnel are essential for accomplishing the work to be performed. For the purpose of the overall performance of this contract, the Contractor shall provide the following Key Personnel: i Project Support Manager shall serve as a point of contact for the COTR and interface between the government and the contractor employees. The Support Project Manager will provide centralized administration of all work performed under this contract. Manager serves as Support Lead and must be an experienced Certified TRIRIGA Developer. ii Primary Configuror shall provide primary leadership and expertise to the combined team and other contractor team members in all material matters related to core package design, configuration and testing, including solution adaptation. Lead must be an experienced Certified TRIRIGA Application Developer. iii Primary Integrator shall provide overall solution leadership/expertise to the combined Team and other contractor team members particularly related to the critical interoperability of and integration with other applications or technologies. Lead must be an experienced Certified TRIRIGA Application Developer. iv. BAS Integration Lead shall provide overall solution leadership/expertise to the combined BAS Team and other contractor team members particularly related to the critical interoperability of and integration of the BAS with other applications or technologies. Lead must be an experienced TRIDIUM Certified Programmer with experienced in integrating TRIDIUM AX and R2 products and platform. The Contractor shall not make any personnel changes of Key Personnel unless an individual's sudden illness, death, or termination of employment necessitates such substitutions. In case of these occurrences, the Contractor shall notify the Contracting Officer promptly and submit documentation pertaining to the proposed substitution in writing. The Contractor must provide a detailed explanation of the circumstances causing the proposed substitution. All resumes submitted for each proposed substitution must have qualifications that are equal to or superior to the qualifications of the person being substituted to perform the work under this Work Statement. The Contracting Officer and COTR shall evaluate the resume of each request to verify the qualifications of every new employee being assigned to this Work Statement. D. PERFORMANCE PERIOD The performance period for this scope of work is October 1, 2011 through September 30, 2012, with two optional Period of Performances consisting of October 1, 2012 through September 30, 2013, and October 1, 2013 through September 30, 2014.
