- NETL is conducting a 100% small business set-aside competitive Request for Qualifications to provide Architect-Engineer (A/E) Services at NETL sites located in Bruceton, PA, Morgantown, WV, and Albany, OR. This requirement is to be evaluated in accordance with Federal Acquisition Regulation 36.6 and the Brooks A-E Act. Services shall include, but are not be limited to, construction oversight and/or construction management for the preparation and procurement support for facility related construction, maintenance, and energy conservation projects at the NETL and may include professional A/E Services for off-site facilities on an as-needed basis. Off-site services would be for any other federally supported project. Requirements will be executed on a task-order basis. The A/E contractor will provide the complete design including preparation of all required preliminary and final drawings, specifications and cost estimates, update the designs as requested by NETL. This request will result in a five-year (base plus options) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. It is NETL?s preference to make a single award, but reserves the right to make more than one award, to eligible concern(s) pursuant to FAR 52.219-6 ? Notice of Total Small Business Set-Aside (JUN 2003). The North American Industry Classification System (NAICS) codes for this acquisition are 541310 and 541330. Both codes have a size standard of $4.5 million Qualifications from all responsible firms shall be considered.
