- SCOPE OF WORK Award of a Technical Assistance for Public Participation (TAPP) Project for Naval Weapons Industrial Reserve Plant (NWIRP), Calverton, New York 24 June 2011 BACKGROUND This scope of work requests the review of information collected as part of the Navy ™s Environmental Restoration/Installation Restoration (ER/IR) Program at various ER/IR Sites located at NWIRP Calverton, Long Island, New York. This project allows the community that is involved with NWIRP Calverton to select a technical expert to review pertinent Navy documentation, reports and sampling results. The selected technical expert will then be able to provide information to the community that will allow them to understand the Navy ™s results and goals for the Calverton site. This will aid the Navy ™s position in closing out Installation Restoration Sites. The TAPP program is supported by the United States Code, 10 USC &2705(e) and the TAPP Rule (32 CFR Part 203), dated February 2, 1998. CONTRACTOR REQUIREMENTS The qualified environmental consultant will independently review and evaluate environmental documentation prepared by others and pertinent to the sites, including the reports and activities listed below. Advice and provide technical interpretation of other documents related to the other IR sites may have overall impacted on the proposed cleanup alternatives cited in this scope of work. Reviewing the sampling plans and data summary reports for Sites 2, 6A and Southern Area soil, groundwater, sediments and surface water needed to implement cleanup activities. Review Statement of Basis/Proposed Plan and Permit Modification/Record of Decision for Site 6A/Southern Area. Reviewing proposed investigation and sampling plans for the Off-Site Southern area groundwater and Peconic River surface water. Reviewing the investigation report for the Site 2 (Fire Training Area). SPECIFIC TASKS The contractor will perform the following: Review both the draft and final versions of each document above Provide comments via email to the Navy and the RAB (email addresses above) Be available by telephone to answer questions and provide information Attend three (3) Meeting (i.e. RAB meetings/Technical Meetings/Public Meeting) to provide insight on the technical reports provide for the Navy to implement cleanup alternatives. ORCA All contractors must be registered with ORCA. Orca is an e-Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper based Representations and Certifications (Rep and Certs) process. https://orca.bpn.gov/ CCR All contractors must be registered in the Central Contractor Registration (CCR). Central Contractor Registration (CCR) is the primary registrant base for the U.S. federal Government. CCR collects, validates, stores and disseminates data in support of agency acquisition missions. https://www.bpn.gov/ccr/default.aspx EVALUATION FACTORS FOR AWARD Proposals will be evaluated based on the following qualifications: Technical Assistance for Public Participation Provider Qualifications for The Department of Defense has determined that the technical assistance providers must possess certain minimum credentials. These include: (1)Demonstrate knowledge of hazardous or toxic waste issues and/or laws. (2)Academic training in a relevant discipline (e.g., biochemistry, toxicology, environmental sciences engineering). (3)Ability to translate technical information into terms understandable by lay persons. In addition, technical assistance providers should possess the following credentials to ensure they will be qualified to assist the community members of Restoration Advisory Board (RABs) and Technical Review Committee TRCs) in understanding the environmental restoration program: (1)Experience working on hazardous or toxic waste problems. (2)Experience in making technical presentations. (3)Demonstrated writing skills. (4)Previous experience working with affected individuals or community groups or other groups of individuals. Additional qualifications include: (1)Prior work in the area (2)Knowledge of local environmental conditions or laws (3)Specific technical capabilities, or other relevant expertise See Attachment for further details.
