Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) plans to procure on a sole source basis the services of Integra LifeSciences Corporation, 311 Enterprise Drive, Plainsboro, NJ, 08536 to provide a service contract for Government owned Hardware/Software for Integra-Radionics Stereotactic Radiosurgery System. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 811219 and the business size standard is $19.0 Million. Period of Performance: Performance shall be for twelve (12) months from date of award and two (2) twelve (12) month option periods. The Integra LifeSciences XKnife is located at the National Institute of Health (NIH) National Cancer Institute's (NCI) Bldg 10, Bethesda, MD 20892. Contractor shall perform one (1) preventive maintenance inspections during the contract period. Service shall be performed by technically qualified factory trained personnel. Emergency repair services shall be provided on an unlimited basis during the term of this contract. Contractor shall furnish all required replacement parts including shipping costs, with the exception of consumable parts to include batteries and excluding glassware. Parts shall be new or re-manufactured to original equipment specifications. The contract shall provide software upgrades for the RT Arc Software ImageFusion Software plus technical support for the software packages. The Contractor, Integra LifeSciences designed and fabricated the instrument. Integra Inc. holds multiple patents on this system. They have developed custom hardware to control the accuracy of treatment delivery, as well as a wide range of proprietary quality assurance tools to verify and ensure that accuracy. They also have a proprietary treatment planning system which utilizes an intrinsic registration framework to provide a high degree of spatial accuracy throughout the treatment planning and delivery process. Integra is the only organization with spare parts and engineering expertise to supply this service contract. The replacement components must pass a thorough quality assurance process and be factory certified in order to meet FDA requirements. Integra has many trained service representatives in the immediate area in order to meet response times. As the patient has already gone through a long and painful process of fitting the frame and collecting the treatment planning anatomical and QA data, time is essential in order to deliver the treatment. These representatives are uniquely qualified as they are trained by the manufacturer and the manufacturer provides frequent updated continuing education for them. They are the only qualified company to provide software and hardware upgrades. The software used for treatment planning has been developed exclusively by Integra, who is the sole distributor, essential software updates which improve functionality or add features, they are the only available source of such updates. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 2, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
