- Description
- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The major items of work for this project consist of the removal of accumulated sediment from the intake channel at the Union Village Dam in East Thetford, Vermont. Clearing and grubbing areas for the construction of a temporary access road and two dewatering ponds is required. Construction of the dewatering ponds shall be accomplished using existing on-site materials. Water accumulated in the ponds shall be pumped via a hose to the spillway on the west side of the dam. Excavation of the sediments in the intake channel shall be accomplished via a clam shell crane or long-reach excavator. Excavation is limited to the areas shown on the contract drawings. Turbidity shall be controlled using an excavation basin as shown on the plans, or as suggested by the Contractor. Partial removal of an existing chain link fence may be necessary for excavation equipment to complete the work. If the chain link fence is removed, the Contractor is responsible for replacing portions removed. Once excavated from the channel, sediments shall then be placed in trucks for moving to the dewatering ponds. Once the sediments are sufficiently dried in the dewatering ponds, they shall be re-excavated, placed into trucks, and driven off-site to the Elizabeth Mine for disposal. Trucks shall leave the site by going back up across the dam and then south to State Route 132. Then they shall follow Route 132 north and west to Tyson Road, then to Mine Road, and then follow Mine Road to Elizabeth Mine. Flaggers shall be required at the intersection of State Route 132 and Academy Road, at Route 132 and Tyson Road, and at the intersection of Tyson Road and Mine Road. Seeding and restoration of the cleared areas (roads and ponds) is required.
