Description
This award was made under Full and Open Competition and is for a base (twelve months) plus one option period (six months). The amount above reflects the total price of the base plus option period. The Homeless Veterans Comprehensive Assistance Act of 2001 was signed into Public Law 107-95 by the President of the United States on December 21, 2001. The Act sets out the National Goal to end homelessness among veterans and encourages all departments and agencies, private and public, to work cooperatively to end chronic homelessness among veterans within a decade. This law includes the ability for homeless shelters to get federal grants to fund special programs for homeless veterans. The Department of Veteran Affairs Central VA Healthcare System, Des Moines Iowa hereinafter referred to as (VA) requires services for homeless veterans as part of its Community Resource and Referral Center Program (CRRC). The goal of the CRRC program is to remove homeless Veterans from the street or habitation unfit for Veterans and place them in VA or community-based, residential environments with sufficient supervision and facilities to meet the needs of those Veterans. In order to accomplish this mission immediate and emergent stabilization services are required to be in place in order to locate and identify homeless veterans, the Des Moines VA is requiring a service contract with a homeless shelter/entity that homeless veterans will frequent to identify homeless veterans early on to provide the help and assistance they need to alleviate their homelessness. This requirement is to provide daily living services for homeless veterans while these veterans are being assessed by the VA and referred to VA and other community resources.
