- Description
- The purpose of this Request For Information (RFI) is to conduct market research and to request that potential suppliers submit capability statements addressing the work described in this synopsis. Marine Corps Systems Command is seeking information regarding a durable, lightweight handheld metal detector that is also able to quickly and effectively detect buried carbon rods such as those commonly found in D-cell battery cores. The Carbon Rod Detector (CRD) must be capable of meeting or exceeding the following performance and characteristics: The system shall be capable of detecting devices, while being swept at a detector head speed of 1m per second. As an objective, the detector head sweep speed should be 2m per second. The time delay between detection and operator notification shall be 1/30th of a second or less for both metal detector and carbon rod detector sub-systems. The system must have distinct, different alarm tones for the metal detector and carbon rod detector sub-systems. The system must weigh less than 6 lbs when configured for operation with batteries installed. The system must be able to compensate for mineralized, high metal type soils without the requirement for constant recalibration. The system shall operate without degradation in, temperatures from -22oF to +140oF. The system shall be capable of being set-up and calibrated from the field carry case and be ready for operation in less than 60 seconds. The system shall be capable of operating on batteries currently available in the Department of Defense supply system. It is preferable to run on standard, rechargeable commercial batteries. Suppliers must be capable of providing 366 systems with initial first line parts blocks within 60 days of contract award. Need to know how many potential units in the whole order with a corresponding time frame for delivery. Companies with the capability to satisfy these requirements are invited to submit a White Paper providing a description of their system. The White Paper shall include, as a minimum: 1. Product literature, including a description of the system and validating information in the form of independent or government conducted testing supporting claims that the proposed system meets the system performance specification. If the system cannot meet one or more of the thresholds contained in this synopsis, explain the best capability of the system in that area. Include information of any capabilities or optional capabilities above and beyond the specification contained in this notification. 2. Pricing information. 3. Production and delivery capability, to include first and second line parts blocks. How many units can you deliver if you were awarded a government contract within the next 120 days? 4. Capability to provide parts and repair support. 5. A brief explanation of the Offeror s manufacturing process, to include the location of component manufacture and final assembly. 6. Past Performance information detailing your experience with hand-held mine and metal detection systems. Responses should no more than ten (10) pages, provided in Microsoft Word compatible format. Responses shall be submitted via email to stefanie.conway@usmc.mil and Cc: richard.augsburger@usmc.mil by 30 August 2011, Tuesday NLT 12:00pm EST. The email subject line should include the phrase Carbon Rod Detector Response to Pre-solicitation Notice. All requests for further information must be in writing and via email to the above address, or via telephone at (703) 432-3451. Point of Contact: stefanie.conway@usmc.mil (703) 432-3451 This Request For Information (RFI) is for planning purposes only and shall not be construed as a Request For Proposal or as an obligation on the part of the Government to acquire follow-on acquisition.
