Description
The Defense Logistics Agency intends to issue a solicitation for an Indefinite Quantity Contract (IQC) with a 1-year base period and four 1-year option periods for the 5 NSNs listed below. Each NSN will be evaluated individually, and interested contractors may submit an offer for any or all of the items. Surge requirements do not apply. The minimum order quantity, Estimated Annual Quantity (EAQ), annual maximum quantity, and required delivery that apply to the base period and each option period are as follows: 1. NSN 2840-00-169-8605, Seal Assembly, WSDC CAF, J-85-GE-21 Aircraft Engine Min: 30 each, EAQ: 120 each, Annual Max: 240 each, Delivery: 165 days ARO 2. NSN 2840-01-146-7481, Seal, Metallic, Aircraft, WSDC 25F, E-3A Aircraft Min: 69 each, EAQ: 276 each, Annual Max: 552 each, Delivery: 140 days ARO 3. NSN 2840-01-223-1199, Ring, Matched, Seal, WSDC BTF, F100-PW-100 Aircraft Engine Min: 33 each, EAQ: 132 each, Annual Max: 264 each, Delivery: 160 days ARO 4. NSN 2840-01-315-0831, Parts Kit, Carbon Seal, WSDC 71N, TF-30 Aircraft Engine Min: 15 each, EAQ: 60 each, Annual Max: 120 each, Delivery: 159 days ARO 5. NSN 2840-01-541-8130 Seal, Metallic, Aircraft, WSDC 69N, F-404 Aircraft Engine Min: 117 each, EAQ: 468 each, Annual Max: 736 each, Delivery: 292 days ARO The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. A General Electric source-controlled drawing is required for NSNs 2840-01-146-7481 & 2840-01-541-8130, and the only approved manufacturing source is Stein Seal, CAGE 03673. Interested contractors would need to seek source approval from the owner of the drawing, General Electric. The following statement applies to NSNs 2840-00-169-8605, 2840-01-223-1199, & 2840-01-0831: Stein Seal, CAGE 03673, is the only approved manufacturing source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice except for the two NSNs identified above that require GE source-controlled drawings. The following statement regarding Export Control applies to NSNs 2840-01-146-7481 & 2840-01-541-8130: The drawing package required is subject to Export-Control regulations, and distribution is limited to those contractors qualified through JCP Certification. To apply for certification, complete DD Form 2345, "Military Critical Technical Data Agreement." Form is available at the World Wide Web address http://www.dlis.dla.mil/jcp or by writing to: United States/Canada Joint Certification Office Defense Logistics Information Service Federal Center 74 Washington Ave, North Battle Creek, MI 49017-3084 Contracts will be awarded only to those contractors with JCP certification issued prior to an award. In order to receive an award, regardless of dollar value, contractors must be registered in Central Contactor Registration (CCR). The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation. The solicitation issue date is on or about September 7, 2011. A copy of the solicitation will be available via DIBBS at https://www.dibbs.bsm.dla.mil/ on the issue date cited in the RFP.
